| Former Revenue Minister got his son appointed on fake certificate | | 30 yrs on, Handoo hasn't provided his degree for verification | | Asif Iqbal Naik

Jammu, Apr 3: The former Revenue Minister late Pyare Lal Handoo, managed to secure a government job for his son 30-years ago on the basis of alleged fake qualification certificate. Sanjay Handoo, working as General Manager in Jammu and Kashmir Industries Limited, allegedly has never produced the original certificates for verification in the department, sources told Early Times.
They said late Pyare-Lal Handoo, who was the Revenue Minister in the cabinet of Dr Farooq Abdullah managed to get the job for his son in 1984 due to his political influence and his close proximity with Abdullah family.
As per the details available with "Early Times", It was in the year 1984, the Jammu and Kashmir Industries Ltd. (JKI) issued an advertisement for appointing "Works Manager" in Government Joinery Mills, Bari Brahmana, Jammu. The criteria set by the JKI was that candidate should have academic qualification as B.E. Electrical. In response to this advertisement several applications were received. However, the JKI selected one Sanjay Handoo son of late Pyare Lai Handoo, the then Revenue Minister of J&K State.
Sanjay Handoo allegedly produced a fake B E Electrical certificate before the selection committee. He was appointed and many deserving candidates were left out.
However, after sometime a complaint was received in the head office of the corporation that Sanjay Handoo was not B.E. Electrical and hd deceived the selection committee of JKI by submitting fake certificate at the time of interview.
As soon as the complaint was received the then Managing Director JKI verified from University of Kashmir, but it was revealed that Handoo took an admission in the university but left the studies half way and did not have requisite qualification and as such the certificate produced by the officer was fake. In the meantime the certificate submitted by Sanjay Handoo at the time of interview went missing from the personal file and has not been traced till date.
Accordingly several letters including letter No. JKI/Adm-PF-97/764 Dated 24-12-3003 of Deputy General Manager (P&A) were issued to Sanjay Handoo for production of certificate which he never did and simultaneously he got promotions as Dy. Manager, Manager, Sr. Manager, Dy. General Manager and now General Manager (Personal and Administration) in JKI due to his relations with the people at the helm of affairs from time to time and also due to his / political connections with NC.
Sources said that Handoo received undue favours from Vijay Bakaya (the then Chief Secretary), Raman Mattoo (The then MOS J&K and Vice Chairman JKI,) S.S. Slathia, Abdul Rahim Rather (The then I&FC Minister and Chairman JKI and Ex. Finance Minister)>
Despite numerous complaints being lodged against Handoo with Vigilance organization and Crime Branch, authorities did not act.
Sanjay Handoo was appointed as Asstt. Manager, Joinery Mills, BBA is still holding charge of the factory in the capacity of General Manager JKI. He was never transferred from Joinery Mills, Bari Brahmana from 1984 upto 2013. Infact Sanjay Handoo still holds charge of Manager Joinery Mills, Bari Brahmana as Manager of the factory .
Sources said that as Manager Joinery Mills, BBA, Sanjay Handoo was given additional charge as Liaison Officer. After order of additional charge of JKI at Liaison Office New Delhi, he never occupied that post physically and instead continued his assignment from Joinery Mills, Jammu. The sources said that he occupied only official accommodation of Liaison Office JKI (C-7) at Chanakyapuri, New Delhi, the quarter which was used by his relatives and friends. The sources said that the influence of Sanjay Handoo could be judged from the fact that he holds everything right from Jammu to Srinagar to Delhi as it was one man show in the department. The sources said that JKI lost the quarter of Liaison Officer in the posh area to this high profile son of a politician.
Handoo, according to the sources, entered into an agreement with private contractors at DDA Delhi and joinery worth crores was supplied to DDA through these private agents and the payment in crores is still pending with them. Sources said that nobody is bothered to get- this payment released .
Now, the onus to get the misdeeds of this influential son of the late NC leader, lies on the new dispensation led by Mufti Mohammad Syed.
It has also been learnt from the sources that being incharge of an administration, he (Handoo) has removed some important documents from his personal file in the administrative section which also need to be inquired.
The Managing Director vide RTI has also issued a written reply to an NGO that the said officer has not submitted his academic and Technical qualification certificates during 30 years of his service to the department though every year letters are being issued to him. |
