Govt to go tough on land bill
4/5/2015 10:38:34 PM
Hari Shankar Vyas

Once again a collision can be
seen between the Govern
ment and Opposition over the Bill which has been brought in to amend the Land Acquisition Act. The Government is trying to persuade the Opposition, and it is being said that it can accommodate the consent clause. But there is no consensus in the Opposition over this.
The Government has made the Opposition unhappy with the decision to re-promulgate the Ordinance. One of the leaders of the Opposition, who is slightly sympathetic towards the Government, says the current Ordinance will lapse on April 5, and if the Government tries to get it passed in the next leg of the Budget Session, consensus could emerge. Leaders of the Opposition say there is no big land acquisition as of now, so absence of an Ordinance would not have much effect.
On the other hand, the Government is arguing that surrendering before the Opposition would not send across a good message. That is why after much churning, it was decided to re-promulgate the Ordinance. Firstly, the Government was of the view that the Ordinance would not be re-promulgated. But later, Government think-tanks said it would give a boost to the Opposition. So, the Government changed its stand. On the other hand, Sonia Gandhi has also expressed a tough stand after writing a letter in this regard.
AAP, BJP AND SOCIAL MEDIA
Leaders of the BJP and AAP are worried about their image in the social media. Leaders of both parties are facing tough times on this platform. In fact, public relations of AAP are totally based on the social media. The party has a team of professionals who managed to create a wave in favour of AAP and Arvind Kejriwal. But in the last one month, the party is facing internal crisis and there is a big question mark over its image.
The mainstream media of our country gets a lot of news from the social media. When everything was good for AAP in the social media, everything was positive in the media as well. Now, all is not well in the social media and its effect is being seen in the mainstream media. Jokes, cartoons and comments, which are being posted on the social media, can also be seen in mainstream media. So, the party - which has been largely created by the media - is facing a tough time.
In the last Lok Sabha Elections, the BJP too got the advantage of the social media. Narendra Modi had millions of followers online. Thousands of posts could be seen to counter a single post against Modi and the BJP on Facebook and Twitter. But now, the number of the followers are not increasing. This has caused a lot of worry to BJP President Amit Shah. He called a meeting of party leaders on the issue, and also met the party's social media team. BJP leaders are of the view that there is a feeling of anti-incumbency and its effect is being seen on the social media.
CHIDU TROUBLES FOR CONG
Knowingly or unknowingly, former Finance Minister P Chidambaram is causing more and more problems for the Congress. There are controversies over his son's ties with Maran-Aircel, and his own strained relations with Tamil Nadu party president EVKS Elangovan. Apart from these, he has put the party high command in a tight spot by targeting senior leaders.
Former Law Minister and former Governor of Karnataka, Hansraj Bhardwaj, is a case in point. In 2009, when the Congress came to power for the second time, Bhardwaj didn't get a ministerial berth, but he kept mum. He also kept quiet after retiring from the Governor's post. But Chidambaram apparently instigated him by raising questions over the IT Act which was formed when Bhardwaj was the Law Minister. When the Supreme Court quashed Section 66 A of the IT Act, Chidambaram said it was badly designed. This made Bhardwaj furious, and he attacked the four Law Ministers of UPA II and Sonia. It seems he will continue his attack.
A few days ago, Chidambaram had raised questions over some decisions taken by Pranab Mukherjee when he was the Finance Minister. In a post-Budget programme, he said the decisions taken in the initial years of UPA II were responsible for the bad economy. Chidambaram also criticised Pranab's decision to give relief packages to industries.
BJP'S DILEMMA OVER MANJHI
The BJP is in a dilemma over former CM of Bihar, Jitan Ram Manjhi. Manjhi and leaders close to him want to go with the BJP. Former Minister of Bihar Narendra Singh, who had revolted along with Manjhi, clearly said that Hindustani Awam Morcha (HAM) can form an alliance with the BJP and NDA. But the BJP is not able to decide.
Leaders of the State BJP feel that the party will not get much if it goes with Manjhi as he will neither get all Mahadalit votes nor will he be able to get those votes transferred to the BJP. Since Ram Vilas Paswan is already with the BJP, it is difficult to go along with him and one Mahadalit. So, BJP leaders want Manjhi to go alone and cause maximum damage to Nitish Kumar. But Manjhi is apprehensive that he will also get negative impact.
Sources say that entry of Manjhi also seems difficult due to both alliance partners ie Paswan and Upendra Kushwaha. In comparison to Paswan and Kushwaha, Mahadalits are more in number and that is the reason why Manjhi is asking for more seats. Some big leaders, who have a good hold in different parts of Bihar, are also backing Manjhi. So, the alliance partners of Bihar may find it difficult to go with Manjhi.
PAWAR FOR PRESIDENT?
What will be the future of NCP chief Sharad Pawar? These days, the NCP is hobnobbing with the BJP. PM Modi had even gone to Pawar's home district Baramati, where he praised him. Modi also said he spoke to Pawar once or twice a month when he was the CM of Gujarat. This seems to have increased the popularity graph of Pawar. That is the reason why the NCP spread the news that Pawar can be the Presidential candidate in 2017. On the other hand, the BJP is unanimous that Advani must be President in 2017. Since the election is two years away, no one is in a hurry.
But there's a lot of confusion and suspense after Pawar's party floated the news of him running for the coveted post. Pawar can get support from State leaders and he certainly will get Shiv Sena's support. All regional stalwarts have good relations with Pawar. The Congress can also endorse his name.
But the million dollar question is will Pawar be a candidate of the Opposition? If Advani becomes the BJP candidate, will Pawar fight him? Those who know Pawar well say he will not take such a risk. Only when he sees a 100 per cent chance of winning will he fight the elections. Some say he can try for Vice-President post, but his party is rejecting this possibility.
GOGOI IS ASSAM'S KEJRIWAL
One more disciple of Anna Hazare has formed a political party. Akhil Gogoi was the face against corruption under the banner of IAC. Gogoi has formed a party like Kejriwal and will fight the next Assembly Elections with all his strength. Anna had stopped Gogoi from forming a political party, just as he has done with Kejriwal. But Gogoi didn't pay heed to Anna's advice. He knows that if he wins the elections, Anna will not find it difficult to share a dais with him. However, Gogoi is the second most popular social worker after Irom Sharmila in the North East. Like Sharmila, he also wants removal of AFSA from North East. But apart from this, he also has led movements against corruption and for farmers. So his reach is to a larger group.
Earlier, Gogoi used to run an organisation, Krishak Mukti Sangram Samiti. Now he has formed a party, Gan Mukti Sangram. Assembly Elections are scheduled in Assam for the next year. Before that, he will strengthen the organisation and seek candidates for his party. His endeavour has become a cause of concern for the ruling Congress and Opposition parties. They think that Gogoi's party can become the Opposition. Gogoi has a fighter's image and he can cash in on this in the Assembly polls, just like Kejriwal. Though the Congress and other parties say the situation of Assam is different from Delhi, and since in Delhi brand Kejriwal is going down, Assam will be a tough nut to crack with a similar brand.
