Former Jammu University VC appointed simple graduate, ignored PG candidates

Jammu, Apr 5: In sheer violation of the recruitment rules, the then vice-chancellor of Jammu University Mohan Paul Singh Ishar had ignored Master Degree holders to pave the way for the appointment of a 42 year-old blue eyed candidate as landscaping development officer in the varsity. The candidate who was given the coveted job was a simple graduate.
In a reply to RTI, Jammu University acknowledged that at the time of appointing Ajmer Singh his age was 42, much more than the other eligible candidates, applying for the same post.
The reply of university also revealed that Ajmer Singh was given age relaxation for filling his application form for the said post, because at the time of his contractual appointment he was under the prescribed age.
To a query seeking information about the competent authority with the permission copy of age relaxation and also the rules/regulation and statue about it, the university replied that the competent authority was within the preview of the then Vice-Chancellor Mohan Paul Singh Ishar.
The reply further revealed that the total number of applicants who had applied for the post of Landscaping Development officer, was five and Ajmer Singh was selected after disregarding higher qualification of the others.
"Ajmer Singh, as per official documents had acquired BSc Agriculture degree, while as others including Rakesh Kumar Sharma, Mukesh Kumar, Rohit Kumar and Ajay Punjgotra had Msc degrees, which was higher than the minimum required qualification", reads reply.
When University was asked to provide the criteria for shortlisting the candidates, the university replied that it was as per the eligibility/qualifications prescribed in the advertisement. The minimum required qualification advertised by the university reads "B.Sc Agriculture with at least five years' experience in the maintenance of parks and landscaping".
It also revealed after scrutinizing documents and essential eligibility of the candidiates, only two aspirants were called for interview viz Ajmer Singh and Ajay Punjgotra. "And Ajmer Singh was appointed for the post, despite falling short to other candidates in terms of educational qualifications. Singh was also patronized by the university, especially then Vice-Chancellor Mohan Paul Singh Isher, who personally provided age relaxation to the over-aged candidate and preferred him over eligible and genuine candidates", said an official at Jammu University.
The post of landscaping Development Officer falls under the pay scale of 9300-34800 with grade pay of 4200.
Meanwhile, the appointment letter as dispatched to Ajmer Singh reads "on the recommendations of the selection committee, the competent Authority has been pleased to accord sanction to the appointment of Ajmer Singh son of Purab Singh as Landscape development officer in the pay scale of Rs 9300-34800 with Grade pay Rs 4200 as admissible under rules in open category against roster point 1."
It further reads, "The Appointee shall be on the probation for a period of two years or such extended period as the competent authority may determine in his behalf."
