Jammu, Apr 5: In reply to a question, the minister incharge Relief and Rehabilitation told the Assembly recently that in terms of Cabinet order No. 254 of 1965, dated July 7, 1965, the government had granted proprietary rights of the state land in favour of the displaced persons. The minister also said that the provision of the Cabinet order had been extended mutatis mutandis to all the allotments made in favour of the displaced persons from non-liberated areas of the state on state land after 07-07-1965 which implies that the Chhamb displaced persons of 1965 are also covered under the the said order. The reply however stated that proprietary rights cannot be granted to the displaced persons whom Evacuee property has been allotted in view of the legal impediments. In reply to another question, the minister stated that compensation shall be paid to the people whose land comes under border fencing after completion of the acquisition, as proceedings are under progress at various places. As per the details available with Early Times, there are 87 land compensation cases in Jammu, Samba and Kathua, and out of these cases, only 59 have been cleared by the Ministry of Home Affairs. However, final award has been issued in only 23 cases so far. The state government received Rs. 12.11 cr compensation from the Centre for disbursement among the land owners whose land comes under border fencing 135 FT of BSF for defence purpose as on 25-3-2015. But not even a single penny was, however, distributed among the land owners till date. |
