Dismal implementation of NRDWP in J&K
Center denies releasing support funds as Rs 3737.31 Lakh lying unspent

Jammu, Apr 5: The Report Card of Jammu and Kashmir government in implementing the centrally sponsored National Rural Drinking Water Programme (NRDWP) for the year 2015-16 is drab, as per sources. Sources told Early Times that coverage of 10 quality affected habitations was the target under the NRDWP Programme in Jammu and Kashmir for the year 2015-16 out of which only one habitation was completed. Similarly 702 Partially covered habitations were expected to be covered under the NRDWP in the year 2015-16 of which only 278 habitations constituting 39.06% of total habitations have been covered.
Sources further said that 763 habitations were proposed to be covered under the Piped Water Supply Schemes of which government has achieved success in covering only 368 habitations constituting 48.02% of the habitations proposed. Further 32,646 new connections were proposed under the NRDWP for the year 2015-16 of which only 12,899 habitations have been covered constituting only 39.5% of the total households proposed. State has been advised by the Union ministry to focus more on these four focused areas under the NRDWP and complete the backlog at an earliest.
As per sources the ministry has denied release of support funds to the state due to pending reconciliation issues from state side. There is a balance amount of 2948.78 Lakh for support funds and Rs. 788.53 lakh for Water Quality Monitoring and Surveillance (WQMS) making the total amount of Rs. 3737.31 Lakh unspent amount. The state has been advised to take this at an earliest by the Union Government. Sources further said that there have been issues of reconciliation for WQMS as well as Support funds. Regarding WQMS, reconciliation has been completed and the first installment has been given to the state. However, for second installment, UC is to be provided. The state has also been directed to plan completion of incomplete schemes running between 3 to 5 years with the use of NRDWP funds.
