DC orders inquiry over poor functioning of ALC office 4/6/2015 12:19:27 AM Early Times Report Rajouri, Apr 5: Deputy Commissioner Rajouri has ordered a detailed inquiry into the poor functioning of the office of Assistant Labour Commissioner and directed Additional Deputy Commissioner (ADC) Mohd Salleem Malik to conduct the inquiry and file the report along with his recommendations within three days for further action. Deepaty Uppal, DC further directed Assistant Commissioner Revenue and Tehsildar HQA to DC to assist the ADC in the investigations. Pertinently for the last few days the Deputy Commissioner's Office has been receiving several complaints about the poor and malpractices in the office of Assistant Labour Commissioner (ALC) To verify the complaints DC first directed Assistant Commissioner Revenue (ACR) to inspect the office of ALC and under her direction he on March 31st paid surprise visit and seized receipt register (from Sr No 9104 to 9825 and registration register (from Sr No 9304 to 93) in the presence of Assistant Labor Commissioner. After proper examination it was established that both the registered were not maintained properly which indicate dereliction of duty on part of the ALC. On April 2nd vide DC office letter No PA/DCR/2015/617-20 the said officer was directed to explain his position with regard to the complaints of ill functioning in his office. But instead his personnel appearance Assistant Labor Commissioner vide his office letter No ALC/R/2015/ dt 3/4/15 Assistant Labor Commissioner wrote to Deputy Commissioner that due to work overloading and shortage of staff 10 pages of receipt register were left without signatures. He requested to the Deputy Commissioner not consider this as dereliction of duty and give him chance to serve the department as he did in the past. But the sources said Deputy Commissioner was not satisfied with the reply. According to DC office communication one Mohd Shakeel s/o Abdul Rashid resident of Sam Samat also approached the DC and apprised that his two files related to scholaship and some assistance are lying in the office of ALC since 14/8/14 and 11/9/14 respectively without any action and he is suffering. On Saturday Deputy Commissioner herself paid surprise visit to the office of Assistant Labor Commissioner's office after a specific complaint and found three leave applications of the employees in the attendance register including that of a Labor Officer but not signed by authorized officer.
