If Jammu can have one CU why not then one AIIMs too?

During the last several years the state unit of the BJP has been a vocal critic of what is called discrimination of people living in the r egion of Jammu.Over the years the BJP has been consistent in pledging to resolve and remove regional discrimination.Well people would not ridicule the BJP for its failure to end regional imbalance because the party had neither tasted power not shared powe with any other political party.Now that the BJP is part of the ruling coalition and as such there is no scope for the party to remain a mute spectator of the PDP's machinations for increasing the level of regional disparity and discrimination.Just a couple of instances could lend support to the argument which holds the BJP responsible for ignoring the genuine aspirations of people belonging to the Jammu region.The first instance is the decision of the central Government to set up an AIIMS type health institute in the Kashmir valley.When the central Government had made the announcement that it had plans for setting up AIIMS type institutes in various states the PDP,which shares power with the BJP,should have suggested to the Government of India to establish AIIMS type institute in Jammu.Well each region or state has the need for having an AIIMS type institute but as far as the Kashmir valley is concerned its claim does not have as much logic as that of people belonging to the Jammu region.The reason being that in the valley there is already a premier institute called Sher-i-Kashmir Institute of Medical Sciences and Technology which has AIIMS type facilities ,including surgical and diagnostic equipments and gadgets.
In this case too the BJP lost the advantage of cetering to the needs of people of the region of Jammu who gave their mandate to the BJP.The PDP has staged a win and has succeeded in keeping people of the valley in good humour as they had given their mandate to the PDP.In fact the basic purpose of the formation of a PDP-BJP coalition Government was to achieve regional balance because the BJP had the mandate from the Jammu region by winning all the 25 seats and the PDP having received the mandate from the Kashmir valley with 25 out of 28 seats coming from the valley.Another instance.
Two important bodies,the State Human Rights Commission and the State Accountability Commssion had remained headless for a long time.The coalition dharma would have made it mandatory for the PDP to have a retired judge from the Jammu region as chairman of one of the two bodies.Instead the Chief Minister,cast his dice in favour of Justice(Retd) Bashir Ahmed Khan and Justice (Retd) Bilal Ahmed Nazki.The two have been selected for heading the SHRC and the SAC.Yes,when Mufti Mohd.Sayeed was the Union Home Minister in 1989 two senior advocates,Bashir Ahmed Khan and Bilal Ahmed Nazki were appointed judges of the High Court.The two deserved elevation to the post of High Court Judges but this time the situation is different.Mufti Mohd.Sayeed was supposed to accommodate a retired judge from the region of Jammu for heading either the SHRC or SAC.
Well the BJP leadership should be held responsible for what is called perpetuating regional imbalance.The senior BJP leaders,including the ministerial colleagues of Mufti Mohd. Sayeed,should have suggested a name of a retired judge belonging to the region of Jammu to the Chief Minister.They did not do so and now they should not blamed the Mufti.Well there does not seem any logic behind the selection of two MLCs,one belonging to the PDP and the other to the Congress,to the post of Chairman and Deputy Chairman of the Legislative Council.
If the PDP leader proposed the names of Haji Inayat Ali,PDP,and Jehangir Hussain Mir(Congress) for the post of Chairman and Deputy Chairman Legislative Council there was nothing wrong. Did not the BJP support the appointment of NC MLA as Deputy Speaker of the state Assembly. Since one MLA from BJP, Kavinder Gupta, had been elected as Speaker of the Assembly the post of Chairman of the Upper House naturally has gone to the PDP. However,if the PDP and the BJP wish to retain the alliance for providing good governance to the people of the state so that various development projects were implemented the two should discuss the debate various issues,political or otherwise,before making their decisions known. At one time there was a row over establishing Central University in Kashmir only and under pressure from the Jammuites the previous Congress led UPA Government had sanctioned one more Central University for Jammu.Let Mufti Mohd. Sayeed and senior BJP leaders from Jammu mount pressure of the Government of India so that an AIIMs type institute was sanctioned for Jammu too.
