Govt puts action against illegal constructions on hold

srinagar, Apr 13: The government today put on hold pulling down illegal structures and extended the deadline up to December 31, 2015 to investigate the illegal constructions.
On, Friday, Mar 13, 2015, Minister of state for Housing & Urban Development, Mohammad Ashraf Mir very enthusiastically said that 'within two days, government is coming up with a policy to deal with 10,000 illegal constructions in Jammu and Kashmir Divisions of the state which have been raised by blue eyed people in nexus with corrupt officials. However, citing no master plan in place at present a reason in delay of any action against violators and encroachers, Ashraf Mir today said that in absence of a master plan they cannot identify which construction in violation of a master plan and which is legal and they are busy in readying a master plan first these days and shall later act against the violators and encroachers most probably after December 31, 2015.
"Yes we had a policy but we extended the time frame of that policy up to December 31, 2015 to first investigate the nature of constructions, will go through the court directions and frame master plan which is expiring in 2021, so our new master plan will be valid up to 2032 and in the mean time we will achieve our set goal,"added Minister of State for Housing & Urban Development, Mohammad Ashraf Mir Mir also said that keeping in view swelling of Cities and Towns over the years and more importantly conversion of agricultural land in to colonies and Markets due to haphazard commercialization and constructions, their government is readying a tall master plan for all cities and Towns of the state which will be announced soon and after that government will act against encroachers and officials involved in allowing illegal constructions.
In his conversation with Early Times last month, Mir said that only those illegal constructions that have come up before March 5, 2014 will be considered for one time settlement but penalty will be imposed on them and the constructions post March 5 will be regularized but with new rules and regulations and added that in many cases where major violations have taken place in Srinagar and Jammu Cities and in other Town places before March 5, 2014, none among them will be spared and a policy to pull down illegal structures has become mandatory following the directions of the High Court to seal all illegal constructions.
As there many known illegal constructions around Kashmir and does not much verification, State Vigilance Organization (SVO) last month booked bureaucrat turned politician and former Srinagar Municipal Corporation commissioner, Farooq Renzu, for allowing the illegal construction of shopping Malls within Srinagar City and an FIR (11/2015) against Renzu was registered under the Prevention of Corruption Act, sec 5 for the brazen misuse of official position.
Another FIR Number (12/2015), former Srinagar Municipal Commissioner, Syed Haq Nawaz, allegedly involved in grating illegal permission to Sarah City Mall, Mustaq Ahmad Chai and Farooq Renzu who worked as municipal commissioner and later vice-chairman, Srinagar Development Authority at the time of the construction of the three malls in city centre was booked for violating the Master plan and thereby benefiting the owners of these malls erected within Srinagar city. Pertinently as per a trend most of the officials who retired over the years are joining politics and are using their influence to evade any sort of inquiry against illegal constructions.
