Creation of post of Secy General for Law deptt on pattern of Union Ministry soon

Jammu, Apr 13 : In a bid to cleanse up the entire system from politically connected officials and put a full stop to nepotism , Mufti Mohammad Sayeed coalition government is considering changes at the level of Secretaries in both the Houses of Legislature besides Law and Parliamentary Affairs Department, a post which is being held as additional charge by the Secretary Legislative Council.
The government is also mulling to give final shape to proposal already in pipeline which will pave way for creating the post of Secretary General in Law and Parliamentary Department on the lines of Union Ministry to oversee the functioning of both the Houses as highest level designation.
Sources in GAD said that the incumbent officials holding the posts of Secretary Legislative Assembly Mohammad Ramzan and Secretary Legislative Council Mohammad Ashraf Mir may soon see exit from their current postings for more than reason.
Both the officials have been on these posts for a long time, extending the term much more than what is envisaged as normal tenure.
Sources also said GN Mir, the then Additional Secretary Legislative Assembly who was dumped under a calibrated conspiracy under the tenure of NC's Akbar Lone as Speaker during NC-Congress rule, may be brought as Secretary Legislative Assembly. Lone, without any substantial reason had sent Mir on ex cadre basis as Secretary of J&K Kisan Board , sources said adding that given the fact that Mir has good and clean image besides experience of functioning in Assembly, his name may get through soon.
Sources further said even though incumbent Secretary of Legislative Council Ashraf Mir is also politically connected and a close relative of a former senior minister of PDP, Chief Minister Mufti Mohammad Sayeed is unlikely to succumb to any such pressure from any quarter in making certain changes at the highest level which are also aimed to end practices of favouritism and nepotism in highest body of democracy. Perpetual media reports coupled with cry by some legislators followed by protests against authorities at helm in LA has given impetus to likely changes which were already under consideration of the government, sources further said. As for the post of Law Secretary, this one is being looked after as additional charge by Mir for a long time which has impacted the functioning of this vital department, sources in GAD said confirming that the state will soon see the creation of post of Secretary General in this Department on the pattern of Union ministry which will have an officer of the rank of IAS for a term of two years.
Recommendation to this effect was given a number of times earlier and the matter is pending since the tenure of Ghulam Nabi Azad as Chief Minister sources further added.
