Hassan Mir brought his trusted KAS officers in the dept
Ex-Agri Minister made a mockery of recruitment rules

Jammu, April 13: Brazenly violating the recruitment rules, former Agriculture Minister Ghulam Hassan Mir had brought his close officers from Kashmir Administrative Service (KAS) cadre in the Agriculture department instead of technical officers available within the department.
According to SRO-179 dated, 2/6/1988 of Jammu and Kashmir Agriculture (Gazetteed) Recruitment Rules 1988, only an officer from Class-II (Joint Director) category and with minimum five-year experience was eligible for Class-I post (Director).
"The post of Director is technical, but Mir brought two KAS officers in total violation of rules. Ajay Khajuria was appointed as Director Jammu, while Farooq Ahmed Lone and Mushtaq Ahmed Peer were appointed as Directors Kashmir from 2010 to 2014," informed sources told Early Times, adding that all the three officers were from KAS cadre and considered to be very close to Mir.
"To avoid any legal implication for violation of the recruitment rules, Mir got the recruitment rules amended in 2014. Now, according to the amended rules, a KAS officer can become Agriculture Director if there will be non-availability of officers in the department," said the sources.
They said the need to bring non-technical KAS officers in the Agriculture department rose following differences between the then Principal Secretary of Agriculture Department Sonali Kumar and Mir over issuance of government order number 279 Agri of 2008.
The order No. 279 Agri of 2008 was issued during Governor rule and even the then advisor to Governor HH Tyabji had endorsed the order. Tyabji wrote, "I feel that the steps taken by Principal Secretary (Agri) were the only way out of an impossible impasse. I had failed to deal with the issue in the one and half year I spent as FC (Agri and RD) and the subsequent five years as Chairman PSC. Today we have only three confirmed joint Directors of Agriculture (posted as I/C Directors). All the rest of Gazetteed cadre (other than two Deputy Directors) is not confirmed by DPC/PSC and the functioning has been queered by orders in a number of writ petitions. The present exercise has arrived at after the Principal Secretary managed to get a consensual agreement to the course of action. Persons agitated against the orders are believed to number not more than 15 who prospered under a regime where there was no seniority."
Sources also said that Mir did not comply with the repeated decisions of the High Court, asking government to implement the government order No. 279 Agri of 2008.
"This all was done to give patronage to multi-crore promotion industry," the sources said.
