For former minister's wrongs, officer awarded punishment | | | Early Times Report
Jammu, Apr 13: Ironic as it may be, for the wrongs committed by the then Minister for Tourism, Ghulam Ahmad Mir, the axe falls on the then Director Tourism Kashmir, Talat Parvez. Sources revealed that the then Tourism Minister, Ghulam Ahmad Mir while misusing his official position has created huge liabilities in the department by forcing the M&W wing of the tourism Kashmir to execute works under development of Pilgrimage Tourism spots at various places without following the codal procedure. Sources said that Mir as Minister of Tourism in Omar Abdullah led coalition government created liabilities to the tune of Rs.453.70 lacs under the development of pilgrimage tourism spots and forced the M&W wing to allot the works to his workers and relatives. Though the then Director Tourism Kashmir, Talat Parvez through various correspondences cautioned the Engineers of the M&W wing not to execute any work on the verbal orders of the minister unless officially authorized and approved by the competent authority, however, minister prevailed upon the concerned and continued to create liabilities under this particular programme. In his letter under No.PLN/02/DJK Dated 4-10-2014, (copy of which lies with the ET), the then Director impressed upon the M&W Wing not to execute any work on the verbal orders of the minister without seeking Administrative Approval and getting the same technically sanctioned from the Competent Authority. In another communication to the Commissioner Secretary Tourism, the then Director Tourism intimated that the additional works taken up for execution under the scheme "Development of Pilgrim spots" for which additionality has been demanded have been executed under orders of the Tourism Minister. However, ignoring these facts, the present regime has made the poor officer as scape-goat by attaching him even after he was transferred by Rajbhavan only a month ago. The officer, according to the sources has been served a show cause notice to explain his position. Sources said that it was amusing to see an officer being made to pay a price for the wrongs committed by a minister. "Instead of initiating enquiry against the then minister, the present regime has made an innocent officer to pay a price for the wrongs, he never committed. On the basis of the documents, the responsibility should have been fixed on the ex-minister and the officer should have been encouraged for raising alarm as proved by the official communications made from time to time" said a senior bureaucrat in the civil secretariat adding that the officers are soft targets and the political class always escapes. |
