Hassan Mir's follies continue to pinch Agriculture Department | 400 'A' Grade official posts lying vacant, Seniority list fudged | | Javaid Naikoo

SRINAGAR, Apr 14: The Mismanagement which climaxed during the tenure of Former Minister for agriculture/Production continues to affect the functioning of Department of Agriculture as 400 posts at top level are still vacant and the seniority list has been manipulated. Around 400 posts of gazetted officers which include Deputy Directors, Joint Directors, Chief and District Level Officers are lying vacant in the department of agriculture , reportedly due to lawlessness during the tenure of Former Minister for Agriculture Ghulam Hassan Mir and his coterie. Offices of the department on the condition of anonymity revealed that around 400 gazzeted posts were lying vacant including 06 posts of Joint Director's, 40 posts of Deputy Directors and Chief Agriculture Officers, 170 posts of District level Agriculture Officers and around 200 posts of Sub-divisional grade Agricultural Officers. According to the official sources, instead of filling these posts, Mir and his favourite Coterie issued orders to promote around 100 junior level officers for vested interests and entrusted them with additional duties much beyond their capability and capacity. Sources said that many officials without having any eligibility to handle technical posts keeping in view their educational qualification were also given the posts like Mushroom Specialist which according to the sources require advanced technical skills and in-depth knowledge of the field, duties of Agrostologist and Senior Scientist Mushroom and Soil Survey Officers. "All such technical postings were overruled after the matter got exposed among general public through media agencies repeatedly, besides postings of some retired influential officials who were re-employed under RKVY Scheme were also cancelled though but all 400 posts are still vacant in the department."Sources added. It does not stop here, as reported earlier some alleged corrupt officials in order to benefit their close associates also enjoyed freedom to mislead the state Public Service Commission (PSC) and the High Court by providing wrong information to both institutions with respect to the number of Officers-in-position in Category I of Class VII of Agriculture Gazetted Service in which in a pre planned manner officials moved a proposal to PSC to conduct a DPC for the purpose of filling the departmental promotion quota of Class VII posts and their proposal submitted to Commission had stated that only 414 officers were in position/occupying the post in Category I of Class VII of the Agriculture Gazetted Service, the total cadre strength of which is 603, thereby leaving a total number of vacant posts in this Class as 189 (603-414). On 2.6.1988, however, in a brazen violation and in total contradiction to its statement that only 414 Officers were occupying the posts, the Seniority List with respect to Officers of the said Class issued by the Agriculture Department vide no. Agri/E-08(I)-V dated 25.04.2013 shows the number of Officer-in-position as 420 and after the conduct of DPC in response to the said proposal, the Agriculture Department again issued a Seniority List of the said Class of officers vide same No Agri/E-08(I)-V dated 21.06.2013 and interestingly, the officers cleared by the DPC were placed from S.No, 429 onwards. In a case in the High court which was presented by the court in its judgment delivered on 19-03-2015 in the case titled Madan Lal Ramotra (SWP No.1591/2011) according to sources wrong information without any fear of punishment was presented. Pertinently PDP Minister for Agriculture and Production, Ghulam Nabi Lone was already informed by Early Times about the issue of seniority list Manipulation who has set one week deadline to inquire the matter.
