CID role questioned, it had failed to examine under currents that led to riots | | | Early Times Report JAMMU, Apr 14: Justice (retired) RC Gandhi who submitted his report to government on Kishtwar riots last month in its investigation found that CID has failed in its role and as the agency fails to understand the under currents in the Kishtwar that led to riots on August 9, 2013 and resulted into the killing of 3 persons, injury to several others, beside large scale loot, arson and burning of public and government property. In his report, he stated that the role of CID has not been found up to the mark, added that "They are continuing to repeat a version of Hidyal Chowk since the year 2008 and totally unaware of any development at Kishtwar as if Kishtwar is not within their jurisdiction". He stated that if CID had some information, that has not been shared by them with the Commission, such as, poster of Shabir Shah with an appeal to the people to rise and fight for Azadi pasted on the walls of the city and being not only eye and ear but back bone of the Government were totally blank as to what is going to happen, though the atmosphere was surcharged since last two months by different types of rumors and pelting of stones, and it has not disturbed the CID or compelled to think over it as to why it is happening & what could be the repercussions. The Commission in his report stated that the rumors and stone pelting was managed happening on the houses of the Muslims alone and not a single incident of stone pelting was noticed on the houses of Hindu community. "CID should have analyzed this aspect as to why such situation is being created while the Eid is approaching and there have to be a good congregation at different places, but no heed at all was paid to collect information & act on that--- the staff posted there is not perhaps answerable to any body and that there is none above them also to whom they are answerable" read commission report. The report added that an information goes like a letter from one office to another, such as a letter from the lower Tehsil Unit up to the top as if it is letter of approval of budget which needs sanction from competent authority and for its transmission to the executive Police for whom this information is collected to act upon and by the time it reaches to them the purpose absolutely gets defeated. "After examining the record of the CID the Commission finds that the letter with regard to Hidyal Chowk was sent under so much sealed covers treating it being highly secret which otherwise was known to everybody, that too on 8th August 2013--- If the police has to arrange more deployment where is the time, as the next day is the Eid day. It was only a formality to repeat the same letter every year about Hidyal Chowk and no other information as to what is happening in Kishtwar & whether the bad element has planned any holocaust in Kishtwar" stated commission report. The report further stated that if CID cannot foresee and collect the secret information of such nature and questioned its use & purpose of communicating to the executive after the episode as to who was stoning which building. "It can be achieved easily from a source. The work of the CID is to ascertain the under current activities & their show done, analyze them & provide immediately these inputs to the concerns to make them vigilant & take all necessary preventive & corrective measures well in time. The CID could not assess the under current situation which exploded into a holocaust, which raises a finger on the working of their respective units in the field. CID is the backbone of the Govt. if CID Wing is weak in collecting correct information it can jeopardize the working of the Govt. & put it into serious dangerous problems" observed Commission and suggested that the working of the CID needs to be resurrected and made efficient to achieve & deliver the desired results. |
