Why DyCM can't mislead people of Jammu

JAMMU, Apr 14: Senior BJP leader Nirmal Singh, who became Deputy Chief Minister by a quirk of history, has failed to do justice to the people of Jammu region. He knows it but still he has been indulging in exercises in self-deception believing that the people of Jammu region are fool, which they are not; they are politically very mature and they are watching with vigilance all the anti-Jammu activities the BJP has been indulging in to appease Kashmir. Nirmal is describing his failures as the BJP's successes and in the process provoking the people of Jammu province to distance themselves from the BJP they now consider a party of "bluffers, cheaters, rank opportunists and power brokers".
The BJP surrendered the office of Deputy Chairman of Legislative Council on Sunday reportedly much against the wishes of many local BJP leaders, but the Deputy Chief Minister termed it as an act of statesmanship. "The coalition government has created history by electing Deputy Chairman of Upper House from opposition party that was never witnessed earlier. Similarly, the Deputy Speaker of the Legislative Assembly was also elected from the Opposition. The coalition…is not to rule the state, but to work for larger goal of bringing the state out of the morass," he said after a Congress MLC was unanimously elected as Deputy Chairman of the Legislative Council. He didn't explain what he meant by "morass". Perhaps, he didn't know what he said.
He also used the opportunity to mislead the people of Jammu region and the various castes and communities it houses, saying that his party was there to "ensure due representation to every region and community to build new bonds of inter-regional and inter-community amity" and that the BJP would address the "aspirations of every section of the society…to ensure participatory governance". What he said was a bunch of lies.
Nirmal Singh says that Jammu region got its due representation, but didn't refer to the spheres in which Jammu got its due representation. He didn't tell the truth. The truth is the BJP handed over 12 berths in the cabinet to Kashmir and accepted only five for Jammu. Jammu was never treated so shabbily before. The truth is that the BJP not only handed over 12 berths to Kashmir in the cabinet, but also handed over all the important, vital and sensitive departments to Kashmir. The departments which were handed over to Kashmir, according to serious commentator and Jammu and Kashmir-watcher, included "Home, Finance, Planning, Development, General Administration Department (GAD), Law and Justice, Parliamentary Affairs, Tourism, Revenue, Agriculture, Employment, Relief and Rehabilitation, Consumers Affairs and Public Distribution, Information, Technical Education, Youth Services, Labour, Public Works and Rural Development". The BJP found fit for only those departments which, according to the same commentator, were politically insignificant and in very bad shape.
"The BJP got portfolios with no political weight and less funds and these included the bankrupt Power Development Department (PDD) and Transport, Public Heath Engineering (PHE), Health and Medical Education, Forest, Social Welfare and Housing and Urban Development. In other words, the PDP established control over all the vital departments. The PDD, the PHE and the Health Departments are the departments which can discredit the BJP ministers and the BJP itself in Jammu province for obvious reasons. For, the people never appreciated the functioning of these departments because those who held these departments were never in a position to cater to the needs of the people. As for the Transport Department, it has been running in a loss since decades. It is in a shambles," the serious commentator said only the other day.
The truth is that the BJP not only handed over almost all the berths and all the important departments to Kashmir, but also has reportedly agreed to allow Kashmir to have its own persons as Chairman of Jammu and Kashmir Public Service Commission, Chairman of State Accountability Commission and Chairman of State Human Rights Commission. Besides the Chief Secretary to the government, Advocate General of the state and head of the CID Department, are also from Kashmir. Nirmal describes the rigorous exclusion of Jammu region from almost all the departments an exercise that gives equal representation to all the three regions in the state government.
The Deputy Chief Minister asserts that the BJP has given equal representation to all the communities and castes. It is not correct. It is basically one caste that has been given a preference by the BJP high command over all others. The caste is to which Nirmal Singh belongs. Two of the five BJP Cabinet Ministers in Jammu and Kashmir are from this caste. Three out of five members of the PDP-BJP Coordination Committee are from this caste. Two of the four Members of Parliament are also from this caste. One of them is MoS in the Prime Minister's Office and the other is Member of Rajya Sabha. At least seven BJP law-makers too belong to this caste. Another caste that has been preferred by the BJP high command is the caste to which state BJP president and Member of Lok Sabha Jugal Kishore Sharma belongs. One of the MLAs from the BJP is a Cabinet Minister and another is Minister of State.
The Deputy Chief Minister needs to appreciate the fact that the BJP has not only rendered Jammu region and its people powerless but also harmed the national interest by endorsing certain policies which simply help separatists and communalists in the Valley to further their anti-India agenda. But it extremely unlikely that he would retrospect. For, the power, it appears, has gone into his head and those who play shots in the party.
