Two officials spoil the cook | | | Early Times Report Jammu, Apr 14: Even though the new dispensation in Jammu and Kashmir has resolved to bring in accountability and transparency in the administration, a novel case of misuse of official position by a senior bureaucrat has come to the fore. The Early Times has reliably learnt that the commissioner secretary education department, Shalin Kabra has refused to relieve an orderly who actually belongs to the Agricultural Production department. The orderly namely Gayas Ahmad is serving Shalin Kabra as cook at his house since 2012. Kabra took the orderly to his home in 2012 when he was the commissioner Secretary of the Agriculture Department and since then the class-IV employee is working as cook at his house. Even though the new Managing Director, Agro Industries, Asif Hameed Banihali short a couple of communiqués to the senior bureaucrat asking him to relieve the orderly as he is a salaried person of an organization, the Agro Industries, that has no budgetary support from the government but earns the salaries through its activities, however, the senior bureaucrat has refused to relieve the person. The new MD has, as a last resort, now sent a bill to the senior bureaucrat for an amount of 5.20 lacs which the orderly has drawn from the Agro Industries since 2012 till this date. Sources said that the MD was compelled to send a bill to the senior bureaucrat. "The MD called back the employee of his organization, however, the senior bureaucrat refuses to relieve the poor employee," an insider said. He said that the perception that this senior bureaucrat is honest, is absolutely wrong. He said that it was amusing to see that his minister, who pretends to be the only honest person, has empowered this senior bureaucrat with extra-ordinary "powers". He said from this particular incident it has proved beyond any doubt that both-the minister and his commissioner-are hand in glove with each other and their being honest is a mere eyewash. |
