Akshay Azad Early Times Report JAMMU, Apr 14: More skeletons are tumbling out of the cupboards, revealing how former Agriculture Minister, Gulam Hassan Mir brazenly breached the rule book to promote his blue eyed officers according to his own whims and fancies. In a startling disclosure, Mir promoted 9 officers as Jt. Directors against 7 vacancies; while 5 of them did not meet the laid eligibility for the post. Retired Officers of the Deptt informed Early Times that during his tenure as Agriculture Minister Gulam Hassan Mir, had promoted nine officers to Class-II posts (Joint Director), which was in total violation of the rules, as there were only seven Class II posts. According to the orders issued, the retired officers said, out of the nine officers, five were even in-eligible for the posts of Joint Directors. "Those promoted to the posts of Joint Director were Jatinder Sharma, AK Malhotra, Altaf Aejaz Andrabi, SR Galotra, Sudesh Koul, Bipin Samyal, MM Reshi, Gh Hasan Guroo and Abdul Rahim Samoo", they said. They further said that five officers Sudesh Koul, Bipin Samyal, MM Reshi, Ghulam Hassan Guroo and Abdul Rahim Samoo were promoted as per government order no: 13-Agri of 2014 dated 23/1/2014 and Government Order No. 115-Agri of 2014 dated 20/6/2014, but these orders were issued by the Agriculture Production Department, in violation of Recruitment Rules of 1988 and in total disregard to the High Court Judgments passed in the clubbed matters on 8/4/2010 at Jammu and on 29/4/2011 at Srinagar in favour of in-eligible officers for the post of Joint Directors (Class-II) especially in favour of Sudesh Koul, Bipin Samyal, MM Reshi, Gh. Hassan Guroo and Abdul Rahim Samoo. They further added that these above said five officers had never worked in Class-III posts, which was a pre-requisite for placement in Class-II as eligibility for Class-II as per Recruitment Rules, which reads as "By selection from Class-III categories 1,2,3,4(a), 5 and 6 with at least two years experience in that class". "In reply to an RTI application filed by Advocate Mufti Ishtiaq, the Jammu and Kashmir state government has acknowledged that these five officers had never worked on Class-III posts, which was prerequisite for promotion to Class-II post", they said. Sources further alleged that these officers were presently working on various posts including Sudesh Koul, Joint Director Input (Jammu), Bipin Samyal Joint Director Fertilizer Control (Jammu), MM Reshi Project Coordinator (Mushroom), Gulam Hasan Guroo Joint Director Engineering (Kashmir) and Abdul Rahim Samoo, Joint Director Farms. They further said that these officers were promoted as they allegedly were holding close allegiance to Agriculture Minister Gulam Hassan Mir. "Along with these five ineligible officers, four eligible officers were also promoted and those included Jatinder Sharma, AK Malhotra, SR Galotra and Altaf Aejaz Andrabi", they said. |
