Plea to worthy CM of J&K

In today's world of lavishness, capital
and sophistication, where happiness
is also a commodity of Market, job is one of the most vital requirements of Aam adami. It will not be erroneous to call a job as an oxygen to materialistic life. A job can more apt to be called as supporting stick of an old blind man. But to the bad luck of native of J&K, they are deficient in this basic necessity of life in large numbers. As per the written records J&K has 7 lakh registered and unregistered unemployed youth. J&K shares the highest rate of unemployment nearly 5.3%, among other northern states of India like Punjab(4.5%), Haryana(2.6%), Delhi(2.7%). Political parties have been winning elections with fake promises of providing job to every literate youth since independence, but the results are in front of all of us. Un like prior political establishments, our new coalition govt. has appeared as, if some one has found an (Aladin Ka Chiraj) in long un ending Desert. With this every native of J&K is hope full that their wishes are going to be full filled soon and as we all know that employment is the only wish of a common man, so I on the behalf of all the unemployed youth of J&K, wants to draw the kind attention of our praise worthy chief minister Jb Mofti sahib towards the impediments to new recruitments.
1(Rise in retirement age)
I am very apologetic to say that, in order to hoard his vote bank, our former chief minister Umar abdullah has augmented the retirement age by two year. This rise in retirement age has proved as a greatest impediment in the way of new recruitment. This ascend cannot be vindicated by a statement that in other states of India, the retirement age is 60 years. All other state of India are mushroomed with ample number of big and small scale industries, more over states like Punjab, Haryana and M.P also share more economy because of lot of agricultural, mineral and industrial export. So every unemployed youth, at this point of time, anticipate diminution in retirement age by two years, so that they would also get an opportunity to enroll their self amid the employed youth of state.
2(Vacant post)
The second greatest impediment which is debarring numberless meritorious and deserving youth to enjoy the comfort of job, is the bundle of vacant posts in different govt. departments. As per the written records there are about 60645 vacant post in 35 govt. departments. Following is the department wise list of vacant posts. 2429 in Agriculture sector,138 in ARI, 1228 in animal and sheep husbandry,738 in consumer affair and public distribution,18 in civil avaition , 486 in co-operative, 115 in culture, 105 in election,61 in estates, 2227 in finance, 2235 in forests, 24 in floriculture, 322 in general administration 2773 in higher education, 105 in housing and urben department, 5793 in health, 92 in hospitality, 9472 in home, 231 in information, 1457 in industries and commerce, 222 in law and justice, 2147 in ladakh affairs, 137 in lab our and employment, 1373 in public works, 2865 in power development, 851 in planning development, 1496 in public health engineering irrigation and flood control, 1208 in rural development department, 778 in revenue, 16447 in school education, 33 in science and techonology,799 in social welfare, 53 in tourism, 1979 in technical edu. and youth service and 211 in transport. Keeping in view the above mention vacancies, every state subject of our state is requesting to the good self of our C.M to take every possible step for the fulfillment of these posts
3 (Inter District Recruitments)
Among the innumerable blunders of our former N.C govt. abolition of inter district recruitment is one of them. As a matter of fact there are certain District of our state where certain posts remain unoccupied due to the non availability of eligible candidate, so govt. should again allow inter district Recruitments, so that vacant post could be fulfilled easily. This could also some how lessen the burden of unemployment on the state.
To be very practical, above mention measure could only accomplish the aspirations of unemployed youth to some extend, but if we really crave to eradicate the dilemma of unemployment from human dwelling of our state then we should ponder over the commercialization of sectors like Agriculture, forestry, poultry, meat and milk . In count to the self sufficiency in the production of eatables, we should be even proficient to export the eatables like rice, pulses, egg chicken , milk and red meat, but as we all know that in our villages a family of seven or eight members mess up their whole life by running behind one buffalo and a piece of land. Now the time has come when our farmers should revolutionize their mind set toward agriculture industry. For example for saleable production of milk, all the cattle of a particular village should be handed over to a selected group of 10 or 20 people. Cattle owners should also handed all their grass land to that group, after this that group would be responsible for feeding, caring and milking of cattle. With this we can institute a small scale milk industry which could be advantageous in the subsequent ways. First it will grant a permanent job to a group of 10 to 20 people, secondly it will guarantee easy accessibility of adequate amount of pure milk, thirdly collective effort of 10 to 20 people will also enable them to export ample quantity of milk, thus with this economy of the village in particular and state in general would swell to infinity. Similar trial can be done in sectors like agriculture, poultry, horticulture and meat.
In the end I would like to say that our praise worthy C.M in order to sooth the aggrieved heart of un employed youth would undeniably adopt the above mention suggestions and would positively liberate the state from the clutches of joblessness.
