State refunds Rs. 2.64 Cr to centre under VE scheme

Jammu, May 9: In what could be termed as shameful for the Education Department, Rs. 2.64 Crores have been refunded to center under the Erstwhile Vocational Education Scheme (VE) due to failure of the government to implement the scheme in the state. As per an official document available with Early Times, only 34.47% of works have been completed under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) in Jammu and Kashmir against the fixed targets as on date.
The document reads that out of total civil works approved under RMSA, only 57.44% of works have been taken up of which only 34.47% of works have been completed and 23% are in progress, whereas 43% of works are yet to be taken up. Under strengthening of secondary schools, 45% of works, as per sources are yet to be taken up by the executing agencies. Out of total 636 new schools approved under RMSA, only 153 have been completed (24%), 225 (35%) schools are yet to be taken up.
As far as teachers in position against the set targets under RMSA is concerned, in newly upgraded secondary schools, only 58% posts of teachers have been filled up. As per UDISE, 2149 teachers are in position against 3682 approved by the Project Approval Board (PAB). Thus 42% of posts of teachers, as on date are vacant.
Further, out of 636 new schools approved under the RMSA scheme, 110 secondary schools are yet to be made functional. Girl's hostel scheme is yet to be implemented as out of 68 hostels approved, no work has been taken up by the state as on date. As per official documents available with Early Times, ICT scheme approved in 220 schools of Jammu and Kashmir in the year 2014-15 is yet to be taken up in Jammu and Kashmir due to reasons best known to state government. Vocational Education Scheme, as per documents, is not implemented in 132 schools approved in the years 2013-14 and 2014-15 and Rs. 2.64 Crores will be refunded by the state government under the erstwhile Vocational Education Scheme.
