Separatists cause for weak economic structure of Jammu & Kashmir | | | Early Times Report jammu, May 9: As if the BJP-PDP ruling coalition has no other business except for taking care of separatists in Kashmir because every day separatists' moves create added problems for the coalition Government. In fact the activities of these separatists keep the coalition leaders and the state administration on the tenterhooks. If on a particular day the coalition Government, especially Chief Minister, Mufti Mohd. Sayeed, decides to implement some people friendly plan separatists create conditions which force the Government to suspend the plan implementation. Since these separatists have developed the art of giving calls for hartals, shutdowns and protest rallies peoples' response, whatever may be the measuring rod for judging the level of response from people, do destabilize peace. And it is a well known fact that violence and progress cannot go together. And one need not feel surprised if one finds the level of progress in the Kashmir valley quite low during the last 25 years. It is so because of militancy related incidents of violence. These protest rallies and shutdowns distract the attention of the state administration. In such an atmosphere it is not possible for even well meaning Government to implement various people friendly development plans. And if one has started blaming the previous NC-Congress coalition rule for its failure to promote or improve the state's economic structure and health one is wrong because militancy related activities coupled with the activities of separatists allowed hardly any time to the NC-Congress coalition leaders for strengthening the financial health of the state. Imagine the negative impact on the working of the security forces when a major section of the security personnel, whose services could have been utilised for tackling militants, being deployed in strength to not guard the residences of these separatists but to enforce restrictions on their movement. The state Government cannot but impose restrictions on those separatists who call upon people to march to some town or district headquarters of protesting against some human rights violations. Under orders from the Government the security forces have to ensure that restrictions on movement of separatists were enforced strictly. If there is any laxity in enforcing restrictions when separatists are placed under house arrest it may result in incidents of violence leading to casualties and injuries in police action. And in order to avert civilian casualties separatists are placed under house arrest. In fact these separatists have taken undue advantage of the space that Mufti Mohd. Sayeed wanted to give to them. In the initial stages Mufti Sayeed did not want to curtail freedom of speech and movement of these separatists. Possibly as Chief Minister he wanted to emulate G.M. Sadiq who, as Chief Minister, had removed all restrictions by allowing Sheikh Mohd. Abdullah to enjoy freedom of speech and movement after his release from detention in 1964. Sheikh Abdullah attracted large crowds to his rallies but after sometime he (Sheikh) lost his charisma and had to spend days and months, before regaining power under Sheikh-Indira Accord of 1974-75, on opening new showrooms and shops. It seems G.M. Sadiq could experiment with his policy of liberalism because Sheikh Abdullah was an entity by himself And not a motley crowd as the separatists are these days. In addition to this separatists enjoy patronage, moral and material support from Pakistan and Sheikh Abdullah was not a political leader who was trusted by Pakistan. In addition to this much water has flowed down the Jehlum river since middle of 60's and the rise of militancy has changed the political and security contours of the state of Jammu and Kashmir. It seems that these separatists waste time and energy of Mufti Sayeed and his ministerial colleagues because the coalition Government is yet to ensure dawn of a new era in Jammu and Kashmir. And the only factor responsible for delay in implementation of development schemes is the machinations of the separatists. And even the state High Court has been dragged into the separatists' machinations. This is evident from the latest High Court order. Jammu and Kashmir High Court has asked the state government to file a status report in two weeks about the action taken against separatist leaders Masarat Alam and Asiya Andrabi for raising "anti-India" slogans and for waving Pakistani flags in Kashmir. The court has given the direction after hearing Senior Additional Advocate General (AAG) Seema Shekhar and Deputy Advocate General (DAG) PS Chandel for the state and senior advocates SS Lehar and Aditya Sharma for petitioners who have sought restrictions on media coverage of activities of separatists. A division bench comprising justices Hasnain Masoodi and Janak Raj Kotwal granted two weeks time to the state to submit status report with respect to action taken against Masarat and Asiya and also on media reports about the activities of separatists. And still separatists claim to be well wishers of people in Kashmir. |
