Troops told to foil Pak mischief on border | | | Agencies in Pakistan and occupied Kashmir believe that if the level of security and political instability was to be raised in Jammu and Kashmir it could be done by pushing groups of militants, equipped with sophisticated weapons, ammunition and high grade explosives,into the state. These agencies believe that the level of militancy related incidents and that of violence in Jammu and Kashmir had markedly declined because of the failure on the part of Pakistani agencies, including the Army,in helping groups of militants in crossing over to Jammu and Kashmir. With the marked decline in the number of militants operating in the state there has been hardly any major incident of violence.It is in this connection that Pakistani agencies, especially the Army, have imparted arms training to a fresh group of over 1500 militants in the training camps that still continue to operate in Pakistan and occupied Kashmir.If senior Army functionaries in the Northern Command are to be believed t there were nearly 1,500 militants in various training camps in PoK while 250 to 300 of them have been brought on various launch pads on the other side of the LoC opposite the Jammu region.Things are quiet as of now on the other side of the LoC but once the snow melts, militants' number and activities will go up is the impression carried by senior Army functionaries. The latest infiltration bid having been foiled in Poonch sector indicates that a fresh beginning has been made for pushing groups of militants into Jammu and Kashmir. The latest encounter on the border in Poonch sector in which one militant was killed and four to five others had escaped back under fire cover provided by the Pakistani troops reveals that the Army in Pakistan have been assisting militants in crossing into Jammu and Kashmir.That these infiltrators carry weapons and ammunition is indicated by the recovery of one AK-47 assault rifle, four AK magazines, two hand grenades, 78 rounds of AK- 47 ammunition, one GPS and sustenance items such as almonds, toffees and dates from one militant who had been killed when the Indian troops opened fire. Another strategy being adopted by militants was to attempt infiltrating into Jammu and Kashmir in Army dress.. The infiltrator, who was killed on the border,had worn combat dress and good quality trekking shoes, in order to cause some confusion among the Indian soldiers, guarding the border.During the last six months Pakistani troops and the Rangers had been active on the International Border (IB) in Jammu sector for assisting militants in infiltrating into the Jammu region.But the success achieved by the BSF and the Army in foiling repeated ingress bids had prevented militants from destabilizing peace in the Jammu region.In fact the agencies across the IB are perturbed over the marked decline in the level of incidents of violence in the Jammu region and hence their focus has been on pushing groups of militants into the region of Jammu.They know even if the level of militancy related activities has shown decline in the Kashmir valley the activities of separatists make up for the drop in incidents of violence.But in the region of Jammu neither the separatists have any constituency in the province nor their writ runs in the region. In view of preparations being made across the border for stepping up ingress of militants into Jammu and Kashmir Indian troops have been told to carry out a fresh review of the entire border management so that loopholes could be plugged for making it well nigh impossible for the Pakistani Army to help militants to infiltrate into Jammu and Kashmir. Agencies across the border have another worry.They would not like the BJP-PDP ruling coalition to provide a stable and corruption free Government.In reality agencies in Pakistan want the BJP-PDP coalition to kiss failure as far as it aim of providing a corruption free and stable Government was concerned so that people felt disenchanted with the BJP. That is precisely the reason for Pakistani ag encies to foment violence by inciting people to clash with police and security forces which would destabilize peace and security in the state thereby making it difficult for the ruling coalition to carry out major development activities. |
