'AIIMS for J&K' says Union Health Minister, demands 200 acre land from State

Jammu, May 10: Union Government has once again played truant to the issue of allocation of AIIMS to Jammu region of the state despite a fair case projected to it over scanty healthcare facilities in Jammu as compared to Kashmir.
Amid growing controversy and brewing anger among Jammuites over alleged shifting of All Indian Institute of Medical Sciences (AIIMS) to Kashmir valley, the Union government has put the ball in the court of state government, asking the latter to identify 200 Acres of land, free of cost.
The new twist in the AIIMS' controversy came two days back, when in response to a question of Rajya Sabha Member Parliament Nazir Ahmed Laway, the Union Health and Family Welfare Minister, Jagat Prakash Nadda, said, "While presenting the budget for the year 2015-16, the Finance Minister has announced to set up AIIMS in J&K along with other states".
The statement of Union Health Minister JP Nadda, was in contravention to the Governor NN Vohra's address to Joint Session of Legislature on March 18, Paragraph 34 of which read as, "We thank the Central government for announcing the setting up of an AIIMS in the Valley and the establishment of IIT and IIM in Jammu".
In Governor address, PDP-BJP government had maintained that AIIMS would be setup in Kashmir, rather than Jammu and Kashmir but the recent reply of Health Minister has raised certain question.
The reply of Nadda, portends towards some change of strategy Union government to deal with the AIIMS controversy, in the midst of growing resentment in Jammu against BJP, which otherwise boasting itself to eradicate regional disparity.
Putting the ball in state government's court, the Union Health Minister has further maintained that J&K government has been requested on 31/3/2015 to identify suitable alternate locations for setting up of new AIIMS in the state.
"The State Government has to undertake to provide land approximately 200 acres free of cost and other required infrastructure such as suitable road connection, sufficient water supply, electricity connection of required load and regulatory / Statutory clearances", Nadda has said.
It is evidently clear from the reply of Minister for Health that Union government has changed its strategy in the wake of Dr. Jatinder Singh's recent assertion that AIIMS was sanctioned for Jammu and a meeting of BJP leaders with Union Finance Minister.
Criticizing the statement of Health Minister, Chief Spokesperson of Jammu and Kashmir Pradesh Congress Committee (JKPCC) and MLC Ravinder Sharma termed the reply in Rajya Sabha as confusing, misleading and far from truth.
"The Governor address which is only complied after State Cabinet passed it and in the Address it is clearly mentioned that AIIMS is for valley", he said, adding that even in the Common Minimum Programme of BJP-PDP coalition also made it clear that AIIMS was for Kashmir valley and not for Jammu.
Lambasting the Union government, Sharma said mentioning J&K in the recent reply of Health Minister, was only to exploit the opinion of masses.
He further said that even in the CMP of BJP-PDP, it has been written that AIIMS was for Kashmir valley, but the paragraph in which it was written, was clandestinely not published in newspapers, which BJP-PDP got their CMP published in some newspapers.
He further said that BJP stood exposed among the masses.
