After raids on flour mills, CAPD switches to loose flour under PDS | Ration dealers allege action taken at mill owners' behest | | Akshay Azad

Jammu, May 21: Three weeks after raids by Consumer Affairs and Public Distribution (CAPD) on five flour mills in Jammu, the department has switched to loose flour supply under the Public Distribution System (PDS) in Jammu district. Ration dealers have alleged that the decision to supply loose flour has been taken by the CAPD at the behest of flour mill owners who earned huge profit by supplying 50 kg bags instead of 10 kg. Sources informed Early Times that for the month of May, CAPD had collected money from ration dealers for 50 kg packing under PDS supply, rather than 10 kg packs of flour which was previously supplied to the customers. "As per norms, every consumer is entitled to receive 20 kg of flour and 5 kg of rice. Flour is supplied in 10 kg packing and it easy for us and for customers as well, but for the month of May, CAPD has supplied loose 50 kg flour bags, asking us to give loose flour to customers," a ration dealer said. He said, "One or two kg flour will get waste while giving it loose to customers and already we have been paying Rs. 4 extra for 10 kg bags." He suspected that it has been done at the behest of flour mill owners whose outlets were raided recently. On April 27, CAPD had raided five flour mills, and during inspection bags in packed condition meant for PDS supply at M/S Janta Flour Mill, Gangyal, were found short in weights by 100 to 150 grams against 10 kg. Shortages were also observed in 50 kg bags at four other flour mills. A fine of Rs 1 lakh was recovered from the defaulters. Besides, Mahajan Flour Mill, Gangyal was issued a show cause notice. Fair Price Shop Ration Dealer Association Jammu president Prabudyal Sharma said that along with some other members, they had raised the issue when the CAPD asked for depositing money for 50 kg bags of flour. "The deputy director of CAPD had assured that it is only for one month and that too only half of ration supply will be in 50 kg packing while half will be in packing of 10 kg," Sharma said. He said the CAPD officials claimed that it was only to clear the backlog of ration supply. "The stock of April month reached our shops on May 20 and only for the month of May this system has adopted by department," he said, adding that if the system would not be changed from next month, the ration dealers would "definitely resist the move." The Deputy Director CAPD said that it was done only for few days to clear backlog. "Only 25 percent of total supply would be given in loose supply while remaining in 10 kilogram packing," he said. |
