| 49 JE's in Mechanical department promoted against 11 vacant posts | | Unearthing corruption in R&B Department | | Early Times Report
Jammu, May 21: In a gross violation of rules and regulations, the former Minister for Roads and Building in collaboration with former Commissioner Secretary to Government Public Works (R&B) Department promoted 49 JE's of Mechanical wing as AE's against only 11 available vacancies.
The promotion was allegedly made in lieu of a handsome consideration that rules the roast in previous government. Even though the then Commissioner Secretary to Government Public Works (R&B) Department Tanveer Jehan issued the promotion orders in favor of these 49 JE's as AE's Mechanical, but till date no one has been posted as AE's and are still working against the posts of JE's in the Department.
As per the details available with "Early Times", in J&K State, Mechanical Engineers are under the administrative control of R&B department and hold different position in the department i.e JE, AE, AEE, Xen, SE and CE and they are either posted at various offices under the control of R&B itself or were deputed on deputation to other department like PHE, I&FC, SHTO, Tourism, PDC, etc.
As per official data, there are 166 AEs (Mech) as per the sanctioned strength available in the R&B department and 85 AEs (Mech) were re-designated from JE grade-I for one time basis as per the cabinet decision in 2012. These 85 AEs (Mech) were supposed to be filled from the diploma quota as per cabinet decision and it was for those JEs who had completed active services of 10 years. These 85 AEs (Mech) were re-designated from JE, G-I and are supposed to be ceased as and when these AEs on such posts will be promoted further or retired from service.
The politican, babu nexus promoted AEs Mechanical to the post of AEE which creates the vacancies of 150 AEs in the department from July-September 2013. There were some diploma holders AEs (Mech) who were not promote and are still working as AEs and they were 16 in number.
As a part of political witch hunt and appeasement political masters, in September-2013, R&B department started the process to promoting JEs (Mech) to the vacant vacancies of AE (Mech) while at the same time the department also referred 33 AEs (mech) to PSC for direct recruitment as per rule vide its communication No. PW(R&B)/HRM/36/2013 dated 04-09-2013.
As per the sanctioned strength, R&B department were supposed to have AEs as 166 (sanction strength) plus 85 (diploma holders special quota) minus 33(PSC referred) and minus 16 (AEs already existing) and the figure stands at 218 of AEs (Mech). In other words there must be only 218 AEs (Mech) at present in R&B department both fresh promotes as well as previously existing, if 33 post referred to PSC will be minus from the overall strength.
In order to hide its misdeed and cover the undone, the department issued the chain of orders which include order No: 378 dated 11-10-2013 in which 55 JE's were promoted, Vide order No: 405 dated 24-10-2013 in which 08 were promoted, vide order No: 415 dated 25-10-2013 in which 40 were promoted, Vide order No: 440 dated 9-12-2013 in which only 01 person was promoted, Vide order No: 480 dated 31-12-2013 in which 25 were promoted, vide order No. 481 dated 31-12-2013 in which 43 were promoted, vide order No: 24 dated 16-01-2014 in which 05 were promoted, vide order No:36 dated 22-01-2014 in which 04 were promoted, vide order No:41, dated 30-01-2014 in which 02 were promoted, vide order No: 62, dated 19-02-2014 in which 04 were promoted and on 04-03-2014 vide order No: 98 another 04 left out JE's were promoted. Thus during the period from 11-10-2013 to 19-02-2014, and on 4-3-2014, total 191 AEs (Mech) were promoted through 11 different orders.
During the first week of March-2014 when model code of conduct was about to be enforced for parliamentary elections, the R&B department started the process to fill another 11 posts of AEs Mechanical and promoted a total 48 JE's as AEs Mechanical against the available vacancy of only11.
The first promotion order of 39 AEs were issued and dispatched just before a day of MCC on 04-03-2014, vide No: 93 and then the another order of promotions of 09 JE's as AEs was issued vide No: 178 after the parliamentary election on 19-05-2014 followed by another order No. 232 dated 12-06-2014 for promotion of 1 JE as AE. So instead of filling up of 11 vacancies Commissioner Secretary to R & B Tanveer Jehaan issued the orders of promotion of 49 JE's as AE's on stop gap bases.
The sources informed that even APRs were not collected from any of the promote and promotions were made in hush up manner during parliamentary elections when Model Code of Conduct was in place, added that these promotions were made at behest of the then Minister R&B Abdul Majid Wani in collaboration with the then commissioner Secretary Tanveer Jehan (Now retired).
Through the above mentioned orders, it is clear that R&B department by issuing the promotion order of 49 JE's as AE's against the available vacancies of only 11 AEs, while 33 AE's (Mech) posts stands already referred to PSC by the department itself, thus violates all rules and regulation while issuing these order. Even though all these JE's were promoted on Stop-Gap arrangement as is mentioned in their orders are still working as JE at their old places of posting since last 15 months when the Commissioner Secretary issued the order of their illegal promotions, thus reflected the biggest administrative failure on the part of government and required a time bound inquiry to unearth the corruption in the department, beside in order to save its skin, the government should immediately cancel the order as whole or promotion order of at least 38 must be dropped to keep the sincerity of the department intact as well as to avoid any fuss. |
