ADGP Aggarwal transferred, attached with PHQ
In the absence of a proper transfer policy, PHQ becomes "loaded" with attached officers

JAMMU, May 21: The government has ordered the transfer of ADGP Naveen Aggarwal, DGP of Youth Services and Sports, and attached him with police headquarters (PHQ) and posted its own man in his place.
One ADGP is already attached with PHQ and has been waiting for his posting for the past some time. Now, two ADGPs and some other officers of the rank of SPs and above stand attached with PHQ. They come to the office only to mark their attendance as they do not have any work to do there, according to police sources.
"No one knows when these officers, some of whom were called back to the state from central deputations, will be given postings by the government," sources said.
They were called back from the Centre on the plea that the state was faced with shortage of officers. "Now, when they are back, they are not being given postings," the sources added.
Aggarwal was posted as DGP of Youth Services and Sports on March 15, 2013. In his transfer order, it has been stated that he would remained attached with PHQ )home department) till his further orders. 1985 batch IPS officer S K Misra is too attached with PHQ and has been waiting for his posting.
IGP L D Mohanty and DIG Viplav Kumar Choudhary are among the officers who are attached with PHQ. They too have been called back from the Centre where they were on deputation.
Besides this, some IPS officers have completed their probation period. They were now to be posted as SPs but they continue to work as DSPs because no transfers had been effected in the police department for the past some time.
This is affecting the police functioning because some posts, including that of SP city (south), were also lying vacant. Apart from it, some police officers were going to retire in near future.
