Ensure agricultural land is used only for agricultural purpose: DB to DIV Com Jmu, DCs | | | Early Times Report
Jammu, June 3: In a Public Interest Litigation (PIL) filed by Ranjeet Singh Chib regarding his concerns over illegal conversion of world famous Basmati Paddy/Rice Land Growing into concrete jungle in Sub Division RS Pura, a Division Bench (DB) of State High Court comprising Justice Muzaffar Hussain Attar and Justice Janak Raj Kotwal directed Divisional Commissioner Jammu and all Deputy Commissioners of Jammu division to ensure that agricultural land is used only for agricultural purpose and not for any other purpose. The Division Bench after hearing Adv Srishti Paul Mengi appearing for the PIL observed that Action Taken Report in terms of order dated 11/09/2014 has not been filed and directed to file Action Taken report before July 6, 2015. DB further said that in the event, Action Taken Report is not filed, concerned authority to appear before the Court to explain his conduct. During the hearing Division Bench further said that in order to arrest the tendency of unauthorizedly converting agricultural land to non agricultural use and in order to fully ensure that agricultural land is protected and preserved, directed Divisional Commissioner Jammu and all Deputy Commissioners of Jammu Division to ensure that agricultural land is used only for agricultural purpose and not for any other purpose. DB also directed these authorities to take all necessary steps in accordance with law for enforcing provisions of law and ensure that the agricultural land is preserved and protected. Division Bench further said that any person aggrieved of the order of the competent statutory authority would be at liberty to challenge the said order in accordance with law before the competent statutory authority/appellate authority. In the PIL It has been further submitted that in J&K 65% of the population depends upon agriculture and alleged sector, but in RS Pura more than 90% people directly or indirectly deal with agriculture sector and if this illegal conversion of land is not stopped at this stage, the cost of Basmati Rice which has increased three times in last 3 years i.e. from 5000/- per quintal to Rs 15000/- per quantial, would go out of the reach of common man. |
