No infrastructure, staff dearth, withheld salary mar new Administrative Units

Jammu, June 7: Created with a lot of fanfare to 'serve' people at their doors by National Conference-Congress coalition just before the assembly elections, the new administrative units are marred by lack of infrastructure, withheld salary and staff dearth.
Twenty-seven new administrative units were created in District Rajouri, but in absence of required man power and infrastructure, the people have to face difficulties' as despite tall claims the Tehsil offices are headless while clerk and patwaries are manage affairs.
"Four sub-divisions, seven Tehsils and 16 Niabats were created in district but most of the tehsils are running without Tehsildar and Niab Tehsildar", said a revenue official.
"I was about to retire, when the state government enhanced the retirement age, but it was unfortunate. Salary for the last six months has not been paid to employees working at new units. A miserable, number of staff is managing affair of Tehsil offices against sanctioned strength", he added that not only in district Rajouri, but all newly created units reflect government's apathy.
"A single Patwari is managing work at newly created two tehsils Bhagwa and Chiralla. However, there are separate tehsildars for both tehsils", sources claimed and added, "It seems that administrative units were created to attract voters not to serve the people by out-going Omar led government."
He said that the present dispensation has also not paid attention to problems being faced by the people, due to inadequate manpower and infrastructure.
It is pertinent to mention, that the Omar Abdullah government in February 2014 had announced creation of 659 new administrative units in the state.
On February 1, the state cabinet approved creation of infrastructure for the new units - 46 sub divisions, 135 Tehsils, 177 C D blocks, 301 Niabats and 2576 Patwar Halqas-in a phased manner.
In July 2014, the state cabinet approved creation of 5,860 posts out of which 181 were non-gazetted and by corresponding adjustment of 2,187 posts out of overall strength of Revenue and Relief Department.
To construct infrastructure for new administrative units, the cabinet had also allotted funds to the tune of Rs 63.22 crore.
