| In Nowshera College, HSS, middle school run under one roof | | Education in rural JK | | Bijay Charak
Early Times Report Jammu, June 7: Notwithstanding the tall claims of state government to provide quality education to rural youth, three educational institutions including (Government Degree College, Government Higher Secondary School and Government Middle School) of Nowshera run under one roof. Sources informed Early Times that state government has established GDC Nowshara in the year 2008 and the construction work of college was awarded to Jammu and Kashmir Projects Construction Corporation (JKPCC) at an estimate cost of Rs. 11 crore 50 lakhs in 2012 but till date the corporation only completed 70 percent work, due to which the college are running in schools building. In absence of proper infrastructure, students of government degree colleges in remote and far-flung areas of Jammu and Kashmir are being taught only arts subject. Established about 7 years ago, the colleges are yet to introduce science and commerce subjects. "The then, state government had promised to provide a building to this college within 2 years of its establishment but three years on, construction work are in progress", sources said. The further said that government deserves ridicule for depriving the students belonging to rural areas of courses in science subjects as it has failed to provide the necessary infrastructure, the teaching faculty and other facilities in these institutions. As a result, students, including girls, are being forced to move out of their native places and stay in rented accommodation in cities and towns to pursue studies in science and commerce subjects. This has resulted in overcrowding and extra burden at colleges in cities and towns as well. "We are facing various hardships as we are disturbed in our lectures and the classes of school having less space for the huge strength of college students and we are used to take lectures in such situation", said a college student. Principal of GDC Nowshera GS Rakwal said that the college, established in 2008, still does not have its own building as the construction work of permanent structure has not been completed. "We are able to offer only arts subjects. Students intending to take admission in courses with science subjects move to Rajouri or Jammu", he said. When contacted JKPCC, Deputy General Manager Rajouri said that due to poor funding at the end of government, construction work turn into snail face. Till date, state government had released only Rs. 8 crore 50 lakhs out of Rs. 11 crore and 50 lakhs in which Rs. 50 Lakhs was released in March 2014 but surprising the cheques are in treasury and didn't cash till date. He further said that on the direction of Deputy Commissioner Rajouri current year Corporation has handover one floor to college administration. |
