All free to encroach irrigation land for business' | | | Early Times Report Kathua, July 1: Immature statement of PHE & Irrigation minister Sukhnandan Choudhary today created sensation among media persons at Lakhanpur when he said anybody can encroach irrigation land for business purpose but strict action will be taken against persons who builds a structure for resident purposes. He encouraged dozens of businessmen who established permanent/temporary structures along Old BP and Kashmir Canal at Lakhanpur. Inexperienced JK PHE, & Irrigation minister unconsciously glowed the faces of several encroachers who almost have grabbed entire Lakhanpur town. The minister was on one day tour to review PHE supply arrangements for Community Kitchens established by devotees for Shri Amarnath pilgrims at Lakhanpur. He passed necessary instructions to PHE department for 24 hrs water supply and said he would continue to review the supply in future too. When asked about several hectors irrigation land encroached by businessmen, the minister said, "I will not touch anyone who uses the land for business purpose as it would mitigate unemployment." He warned others that government would vacate or dismantle buildings meant for resident purposes. His statement expressed that the minister would be impressed by hospitality of businessmen who gratified for his visit to review Community Kitchens. He even refused to review the existing position of encroachment. Most of the blue eyed grabbers have close associations with politicians and ministers in J&K government. The menace is not unknown to a Minister of J&K government even he always ignored but encouraged encroachment and never highlighted the matter before concerned authority. It is relevant to mention here that Hundreds of Kanals Irrigation land, from Lakhanpur to Kalibari, has been grabbed under the nose of Irrigation minister who just act like spectator and done nothing against land mafia. D 3, Main Canal, Old BP Canal and many other such canals have been completely grabbed by businessmen who establish business in Lakhanpur, religious Temples, Government Garages and its Workshop, District Employment & Counselling Centre, PHE department, Social Forestry Deptt, General Public etc but despite having the knowledge of all such encroachment cases, nothing has been done by Irrigation department to take action against the grabbers. The land 55 ft left and 55 ft right side from the center of the Old BP Canal belongs to Irrigation department. Anybody found encroaching the irrigation land shall be prosecuted under the provision of J&K Water resource & Management Act. 2010. But it seems that the hoarding was installed for live-stocks than human beings or public departments as not single feet of the irrigation land left without grabbing. Shivnandan Choudhary said there are several options like judiciary for encroachers to continue with grab land. He might forget that his irresponsible statement would encourage others to grab remaining irrigation land. He must take serious steps against encroachers but it seemed that he would himself involve in such menace. J&K Chief Minister Mufti Sayeed and BJP state unit president must control on such outspoken ministers. It will be noticed that when will government vacate encroached land and enhance water supply for irrigation purpose. |
