Alleged multi-crore scam involving 2 paramedical institutes | Govt reply confirms non-registration of outside institutions | | Asif Iqbal Naik Early Times Report Jammu July 13: In response to the letter of Secretary Service Selection Board, Jammu, regarding the recognition status of various paramedical institutes providing degrees to students from the institutes situated outside the state, Registrar of J&K State Paramedical Council, Government Medical College, Srinagar, has clearly mentioned that the government has not authorized or recognized/registered any paramedical institute from outside the state yet, vindicating the news reports carried by Early Times in its May 28-29 editions. The Early Times had highlighted the plight of students who were duped by two paramedical institutes viz Apex Para medical institute, Doda, and Asrariya Para Medical and Research Institute, Kishtwar by providing them certificates/diplomas of black listed institutes including that of Sai Institute of Allied Sciences, Karnataka. Dr Waseem Qureshi, Registrar J&K State Paramedical Council, Government Medical College Srinagar, vide letter No SPMC/GMC/SGR/1035-36 dated 31-01-2015 addressed to Secretary Service Selection Board, Jammu, stated: "Kindly refer to your letter No SSB/Sel/Veri/15/700 dated 21-01-2015, in this context I would like to inform you that J&K State Paramedical Council has not recognized /registered any para medical institute from outside the state yet". The Secretary Service Selection Board, Jammu, wrote a letter to Registrar J&K State Paramedical Council, Government Medical College Srinagar after few job seekers holding Para Medical Diplomas/Degrees from the outside institutes were selected against various posts advertised by the service selection board and objections made by the aspirants holding Diplomas/Degrees from state run institutes. In another letter addressed to Chief Medical Officer (Vice Chairman) Director Health Services Doda, Dr Ghansham Vice President/Principal/Dean J&K State Nursing Council Government Medical College Jammu also vide letter No. JSMC-14/22 dated 15-06-2015 confirmed that J&K Para Medical Council has not recognized/registered any Para Medical Institute from outside state yet. The matter comes to public when the victims applied for various posts in District Hospital Doda wherein the authorities declared their certificates as invalid. As per the details available with Early Times, Apex Para medical institute in Doda and Asrariya Para Medical and Research Institute Kishtwar, run by Ghulam Mohammad Magrey are allegedly running illegally for the last several years and the principal of the institute is alleged to be issuing fake Diplomas/Certificates to students, approximately three thousand in number in last few years . The institute provides the certificates/diploma of Sai Institute Karnatka which was black listed by the state health department. As per the guide line, the Para medical institutes have to deposit Rs 50000 to HDF for hospital sanction and Rs. 5000 per student towards HDF per year as clinic training fee, but the institute deposited minimal fee in HDF of District Hospital Doda and embezzled lacs of rupees. As per the government order No. 86 of 2008 dated 25-1-2008, the institute cannot run without completing the codel formalities and NOC from the competent authority, but to the utter surprise the institute is running without NOC and other formalities since 2011 onwards. Moreover the institute also fails to submit the account audited by Charted Accountant to President State Paramedical Counsel (Principal GMC Jammu), beside also fail to submit the income tax return and balance sheet resulted into heavy loss to the state exchequer. If going through the details of 2008 government sanctioned order in favor of Apex Para medical institutes circular Road Doda, government accorded sanction for 25 seats of Pharmacist, 25 seats of MMPHW and 30 seats of MPHWS which is simultaneously increased up to 120 till the NOC was stopped to the institute by the government in 2011, but the institute admitted hundreds of students in addition to the sanctioned strength and in order to accommodate the excess number of students, the institute allegedly provided the students fake certificates as well as the diploma of black listed institutes. In reply to the RTI filed by some locals in 2013, it comes to the fore vide letter No. 2463 dated 23-03-2013 issued by Medical Superintendent District Hospital Doda that the management of Apex Para medical institutes in Doda deposited only Rs. 10 lacs (Rs. 1.50 lac in 2010-11, Rs. 4 lac in 2011-12 & Rs. 4.50 lac in 2012-13) towards Account No. 13412 (HDF account of District Hospital Doda) where as in actual the institute has to deposit approximately Rs. 54 lacs till 2014 since the institute is continuously making the admission of the students and Doda Hospital continued to train the students enrolled in the institute illegally. As per communication No. 485-88 Dated 18-06-2014, the Medical Superintendent DH Doda address to Principal Apex Para medical institutes in Doda asking him to deposit Rs. 43.20 lac within two days, but same is yet to be deposited even today. To the utter surprise, the Medical superintendent in reply to court OWP No. 200/2014 titled Ghulam Mohammad Magrey V/S others on 02-04-2014 stated that the Institute are admitting the students in excess and also sent them for training at District Hospital Doda without his knowledge, thereby causing indiscipline and huge loss to government exchequer. While talking to Early Times, the aggrieved students who had received fake diplomas from the Apex Para medical institutes in Doda & Kishtwar said that they knock several doors for seeking justice and punishment to the culprits involved in spoiling their career, but nothing was done till date. It is pertinent to mention that while talking to "Early Times" on 27-05-2015, Principal Government Medical College Jammu Dr. Ghansham confirmed that both the institutes runs illegally. |
