Politico-police bargain harms regular cops; probationers heading 16 PPs
Ministers lock horns over SSP, DIG posts; Director, DIG Vigilance posts also lying vacant

Jammu, July 13: While the crime rate alarmingly is on increase in Jammu, the fact underlying such felony is quite astonishing and disturbing too.
An insight survey around the region reveals startling disclosures over the probationer police officials holding key posts in various capacities while the senior and the trained ones are either suffocating in the headquarters or are left in queues in district police lines (DPL) only.
Such rehash is being attributed to the political ploy overruling the affairs of the police as some senior ministers are reported to be horns locked on various police appointments.
These cabinet ministers in the coalition government have locked horns over the appointment of Senior Superintendent of Police (SSP) and Deputy Inspector General (DIG) Jammu-Kathua Range while posts of Director Vigilance and DIG Vigilance are also lying vacant, after both superannuated on June 30. That too when three ADGPs are setting idol in police hq waiting for the posts. In absence of director vigilance the important of throwing out deadwood/corrupt public servants is being taken by civilian govt. Secondly the directions of high court to director vigilance in various cases, verifications, PEs is being adhere by a junior rank officer who is heading vigilance for a time being.
SSP Jammu Uttam Chand who is known for his integrity and professionalism was sent on forced leave on June 4 after a Sikh youth was allegedly killed in police firing in Gadigarh area and IPS Rajiv Pandey, SP Rural was given the charge of SSP Jammu. Which was a wrong decision technically when his senior IPS officer in Jammu district.
DIG Traffic Ashkoor Ahmed Wani was given additional charge of DIG Jammu Kathua on June 4 as DIG Shakeel Beig superannuated on May 31.
However, post of Superintendent of Police (South) is also kept vacant intentionally for last few months to appease SP Operations Udhay Bhaskar Billa who is supposed to have close proximity with the top cop.
Story doesn't end here.
Most of the prime police posts in Jammu city are being headed by probationer Sub-Inspectors, sidelining the confirmed and senior Sub-Inspectors.
Police posts including Sainik Colony, Narwal, Talab Tillo, Canal Road, Nehru Market, Hari Market, Chinore, Pounichack, Residency Road, Panjthirthi, Shalamar, Gajansoo, Gaadi Garh, Digiana, Pargwal and Pallanwala are being headed by probationer Sub-Inspectors.
Given such scenario in Jammu, it becomes quite apparent that something fishy is ruling the roost in the police, the reins of which are held by the influential cabinet ministers in coalition, most of them being at loggerheads with each other.
A senior police officer confirmed that department is being run by whims and fancies of the ministers to which many top police officials are extending the puppetry services to them.
