Parliament session washed out without any side scoring runs | | | The 23-day monsoon session of the Parliament has been washed out without the ruling party and the opposition parties scoring any run. It was a rare occasion in the history of the Indian Parliament that the two Houses were adjourned sine die on Thursday without being able to transact important business.It was again a rare occasion that as many as 25 Congress MPs were suspended for a few days by the Speaker, Sumitra Mahajan,when they kept on shouting slogans within the well of the House thereby disrupting the Lok Sabha proceedings.This suspension provoked the Congress to keep on resorting to tactics which had the potential of disrupting debate and discussion.What seems to have frustrated the Congress has been the way Prime Minister,Narendra Modi,remained obdurate by not replying to various questions raised by the Congress members.Even when Congress leader in the Lok Sabha, Malikarjun Kharge,wanted Prime Minister, Modi to reply to his seven question Modi again remained unmoved and preferred to be absent from the House.In fact the External Affairs Minister,Sushma Swaraj,tore the Congress into shreds especially her barbs against the Gandhi family was greeted with noisy scenes in which even Sonia Gandhi moved to the well of the House to register her protest against Sushma's remarks against Gandhi family.If the Congress MPs were frustrated by the silence on the part of Modi the ruling party too felt disheartened when it failed to get two important bills,one on Land Acquisition, and the other on GST,adopted in the Lok Sabha. The anger and the level of hatred between the Congress and the BJP were witnessed even after the two Houses were adjourned sine die. The war of words between the Opposition and the government continued outside Parliament after both Houses were adjourned sine die on Thursday in a complete washout of the 23-day monsoon session. Members of the Opposition parties staged a walkout of the Lok Sabha raising a variety of issues, including seeking the Prime Minister's reply to the charges against Union Minister Sushma Swaraj and two Chief Ministers over the Lalit Modi and Vyapam controversies.As soon as the House met on the last day of the Monsoon session, Speaker Sumitra Mahajan told members that she has rejected notices of adjournment motion moved by members of Congress, CPI(M), Trinamool Congress, SP and RJD but they were free to raise the matters later. Soon thereafter, Congress members rushed to the Well holding placards and raising slogans. They were joined by members from the Left parties, as the House took up Question Hour amidst the din. If the Prime Minister was to be held responsible for slighting the opposition by not obliging them by answering some of the questions raised by the Congress,the opposition too stands exposed in view of its inability to face debate and discussion on GST and Land Acquisition Bill.In fact the Congress,which has been reduced to 40 seats in the Lok Sabha,wanted to register its relevance,presence and muscle power by repeatedly trying to disrupt the proceedings of the two Houses of Parliament. Well Prime Minister should have stood up and answered some of the question posed by the Congress members on Sushma and Rajasthan Chief Minister's role in Lalitgate, and Madhya Pradesh Chief Minister's role in Vyapam scam.Yes,he could have at least remained present in the Lok Sabha for a brief time to get up and silence the opposition by saying that he had endorsed whatever Sushma Swaraj had stated on the Lalitgate issue. Yes, when the BJP was in the opposition it too had been responsible for disrupting the proceedings of the two Houses, leading to repeated adjournments but not once the entire proceedings of the two Houses were washed out. And when the BJP leadership, including the Speaker of the Lok Sabha, called leaders of all parties for ensuring proper debate and discussion the opposition leaders, particularly the Congress leaders should have suggested to the Government to review the Land Acquisition Bill and the GST before they were tabled in the House. It was not done which makes it clear that the Congress was dead set to see the entire monsoon session was washed out. And if the Congress believes it is its victory, it is mistaken because people were for detailed debate and discussion, which are essence of Parliamentary democracy. |
