| College Principals pick holes in transfer orders | | Allege malafides, nepotism | |

JAMMU, Aug 14: The Principals and incharge College Principals of Government Degree Colleges (GDCs) have picked holes in the recently issued transfer order by Higher Education department, alleging unfair means adopted by department to issue transfer orders.
Some College Principals wishing anonymity informed Early Times that the transfer order number 233-HE of 2015, dated 5/8/2015, involving transfer of 36 College principals was marred with favouratism, according to which junior most incharge principals were given prestigious colleges while senior most were posted in the new colleges, while some Principals were prematurely transferred, while some who were already serving in far flung areas, were once again thrown into more far flung areas.
Moreover, they also claimed that some influential Principals succeed to get themselves adjusted in city colleges, while those without any political influence were again thrown to far flung colleges.
Renu Goswami, who was earlier serving in Jammu and Kashmir Board of School Education was later attached with Administrative Department has been posted at GCW Parade.
Ajit Angral, presently posted at GC for Education Paloura has been transferred within few kilometers, and is posted as Principal GGM Science college, in violation of transfer policy.
Prof. NK Resutra, who has earlier enjoyed postings in city colleges and also has been facing several court cases, has been posted at GDC Jindrah.
Moreover, Wali Mohammad Shah, Nodal Principal Institute of Mathematical Science Srinagar is transferred as posted at GDC Pattan.
"The institute of Mathematical Sciences is newly sanctioned and is under establishment. By removing the head of Institute, it might be game plan to shut the institute, which is already in nascent stage and the six year's labour will go waste", sources said.
MA Baba Principal Islamia College of Science and Commerce Srinagar is transferred within five kilometers in City limits and is posted as Principal AS College Srinagar.
Asha Gupta, who was already serving in Akhnoor, was further posted to GDC Khour. "What is rationale of transferring her, when she was already serving nearly 30 kilometers from Jammu city", sources said.
Senior most Principal Mumtaz Ali, Principal GDC Boys College Pulwama has been transferred within two kilometers and posted in new college GCW Pulwama.
SP Sharma, Principal GDC RS Pura has been prematurely transferred and posted at GDC Akhnoor. "What is fun of transferring him from RS Pura to Akhnoor, as both are nearly 30 kilometers from Jammu city", sources said.
Naseema Koul, I/C Principal GDC Women Pulwama has been asked to report Project Mission Director RUSA. "She is not posted against any post in RUSA and her transfer is only her rehabilitation", sources alleged.
Sohan Lal I/C Principal GDC Hiranagar has been prematurely transferred to GDC Bani, despite the fact that he had already been serving in GDC Bani, earlier also.
Kusum Gupta I/C Principal Ramnagar has been asked to report to Project Director RUSA Camp Office Jammu, which was merely a facilitation, as no post has been given to her.
YP Kundal, I/C Principal presently attached GGM Science College Jammu has been posted as I/C Principal GDC Budhal. "It is literally harassment of Kundal as he was already posted at GDC Mahanpur and now thrown to Budhal", sources said.
Hamida Parveen I/C Principal GDC Bagh-i-Dilawar Khan has been asked to report Project Director RUSA, which was also merely rehabilitation within city limits. "The government has decided to close down the college but what will be the future of nearly two dozen students enrolled there. Why the other lecturers were not transferred from college, if no head is given there", sources said.
Subash Chander I/C Principal GDC Kalakote has been transferred and posted as GDC Sunderbani vice Kuldeep Raj Sharma, who has been transferred to Kalakote. "What is fun of transferring both, when Subash Chander was already serving there from 2011", sources said.
RK Raina has been transferred from GDC Bhaderwah to GDC Doda. "He is migrant and should be return back to Jammu city", sources said. PK Sharma I/C Principal GDC Khour has been transferred to GDC Sara Bagha Mahore, which was not less than a punishment.
SK Mangotra I/C Principal GDC Leh is transferred and posted as GDC Nowshera, Chander Shekher I/C Principal GDC Gool has been transferred and posted to GDC Kargil, Shakeel Ahmed Raina from GDC Budhal to GDC Zanskar, GS Rakwal from GDC Nowshera to GDC Leh. These transfer orders were not less than punishments to these four principals as according to set precedence, the person who spent time in Leh, is given choicest posting but these have been thrown from one corner of state to other, due to reasons best known to authorities.
Abdul Hamid Sheikh I/C Principal Thatri has been posted at GDC Pulwama. "He had not joined in Thathri and according to his will, he has been rehabilitated", sources alleged. The arbitrary transfer orders, itself speaks the volumes of favouratism and unfair means, used by some influential principals, to secure choicest postings while others were virtually punished, sources alleged, adding that it seemed Education Minister had also succumbed to pressure of influential Principals and there was no ray of hope. |
