SHRC, BAC, SAC still headless; Govt unmoved | | | G S Asgotra Early Times Report Jammu, Aug 26: Six months after assuming office, the PDP-BJP government has still not appointed heads for three important bodies in the state. The State Human Rights Commission (SHRC), State Accountability Commission (SAC) and Backward Area Commission (BAC) are headless, and the government appears unmoved. Sources told Early Times in the absence of chairpersons, a huge number of cases have piled up in the three commissions. "Since the SAC is headless, the government officials involved in land grabbing and corruption are roaming free. Similarly, there is no check on the police officials allegedly involved in human rights abuses as the SHRC is functioning without a chairperson," sources said. "By not appointing heads for the three Commission, the coalition government has proved that it's non-serious in its so-called fight against corruption and human rights abuses," a senior official told Early Times. The SAC was set up by the previous coalition government of PDP-Congress headed by Mufti Mohammed Sayeed in 2002. Its first chairperson was Justice (retd) RP Sethi. After Sethi relinquished office, neither previous NC-Congress government nor the incumbent coalition government has appointed chairperson for the SAC. Government insiders told Early Times that the SAC and other two commissions are headless as there are differences between the two coalition partners over the issue. "Chief Minister Mufti Mohammed Sayeed had drawn up a list of probable chairpersons, but due to differences with coalition government, there has been no movement on the subject," the insiders said. Meanwhile, the delay in appointing chairpersons for the three vital commissions is adding to people's problems. Ramail Singh, a resident of a far-flung area of Samba, said: "Last year Omar Abdullah had notified two Panchayats of district Samba under Backward Area. Since then, we are making rounds of the (BAC) office for grant of status of Rural Backward Area to Panchayat Kard. But due to non-availability of a chairperson, our efforts are going in vain." |
