No talks with Pak without PoJK, Gilgit-Baltistan on agenda | The 1994 Indian resolve | | Early Times Report jammu, Aug 26: Pakistan will not reform itself. It is clear. It is also clear that Pakistan Prime Minister Mian Nawaz Sharif is not a man of peace, that he is under the deep influence of Army, ISI and terrorists like Hafiz Saeed and that he, like them, has fixed his evil eyes on Jammu & Kashmir. That he will not reform himself or that he is not a man of word could be seen from what he told the cabinet on Wednesday in Islamabad. He said that Kashmiri separatist leaders were not a "third party", that they were an "important party" and any dialogue process with India which does not include Kashmir issue will be futile. His nasty statement came three days after Islamabad called off National Security Advisor-level talks, which were scheduled to be held in New Delhi on August 24. Pakistan called off talks after Indian Foreign Minister Sushma Swaraj candidly told Islamabad that if it was really interested in talks with New Delhi, it had to recognize that Jammu & Kashmir was a bilateral issue and it had also to drop the idea of holding a meeting with Kashmiri separatists, who represented none in the State. Now that the Pakistan Premier has made his stand clear, it is time for New Delhi to pay back in the same coin. New Delhi, which on Saturday appreciated the national mood and took a clear stand on the July 10 Ufa declaration on talks, should tell Pakistan that any talks between the two nations which doesn't include Pakistan-occupied-Jammu & Kashmir and Gilgit-Baltistan will be futile. PoJK and Gilgit-Baltistan, which are under the illegal occupation of Pakistan, are integral parts of India, as they were part of Jammu & Kashmir State as it existed on August 15, 1947. Why should New Delhi tell Islamabad that it will talk to the latter only if agreed to discuss the future PoJK and Gilgit-Baltistan? Why because Jammu & Kashmir acceded to India in October 1947 under the law on the subject and that the Accession is final, non-negotiable and irrevocable. Why because there are three unanimous parliamentary resolutions on Jammu & Kashmir which clearly say that PoJK and Gilgit-Baltistan were legitimately Indian and that India would take all the necessary steps to take back from Pakistan all these Indian territories. These resolutions were adopted in 1994 and 2013 to call the Pakistani bluff and clear the Indian stand on this part of Jammu & Kashmir and those Indian territories which Pakistan annexed in 1947-1948 after waging a war on the State. Why only three parliamentary resolutions, the Indian Constitution and Jammu & Kashmir Constitution, the most important statue books, clearly say that Jammu & Kashmir as it existed on August 15, 1947 was, is and shall ever remain an integral part of India. This is the constitutional position. New Delhi must stick to it. In fact, this is the only option available to nail Pakistan, isolate it in the eyes of international community and also defeat the ongoing separatist movement in Srinagar city, the hub of all anti-national activities. Pakistan has no locus standi in Jammu & Kashmir. Even the UN Resolution of August 13, 1948, says that Pakistan has no right to station its troops in PoJK and Gilgit-Baltistan and recognizes the Indian sovereignty over these areas. The point is that New Delhi has everything to gain and nothing to lose by following a courageous policy. It is hoped that New Delhi would appreciate the unanimous parliamentary resolutions and take steps to give effect to them. |
