After 1 PM, Minister available only to their dear ones in Civil Secretariat | | | Ishtiyaq Ahmad Early Times Report Srinagar, Aug 26: Though, the Mufti Mohammad Sayeed-led Government had claimed that the Civil Secretariat will remain open for the general public after 1 pm but it has been observed that most of the ministers lock their offices citing busy schedule. "I came here to meet the Forest Minister Bali Bhagat but his peon asked me that Sahab teen din say Jammu main hai (minister is in Jammu for the last three days)," Habbibullah of North Kashmir's Handwara tehsil who had come to meet the Minister on Wednesday told Early Times. Scores of people on Wednesday were seen waiting outside the chambers of the different ministers for redressal of their problems. "Mantari yahan nahi hai (Minister is not here) come some other day," Fasial Ahmad of Anantnag who had also come to meet Industries and Commerce Minister Chandar Prakash Ganga said. Visitors alleged that if some influential person appears before neither the set time no questions are asked, neither ministers get troubled nor the security officials stop them. No different outside DyCM’s office. "I came from Kupwara to meet Deputy Chief Minister Dr Nirmal Singh but the officials posted in his chamber said that he has left the office and will not come again here. My SRO case is pending in the Power Department from last four years. When I met the officials of the Power Department in the Secretariat they asked me to meet Deputy Chief Minister Dr Nirmal Singh who is the Power Minister but from last one week I am not able to meet the Deputy CM as whenever I come here his office remains locked. The offices of the Minister for PHE, Irrigation and Flood Control Sukhnandan and Rural Development Minister Abdul Haq Khan were also locked. The visitors also alleged that most of the Ministers during public meet hours remain busy with MLAs and their relatives inside their chambers, leaving commoners to suffer. "I came here to meet Agriculture Minister, but the peon outside his chamber did not allow me to meet him," Sajad Ahmad of Rawalpora said. The visitors also complained that the last and the biggest impediment which they are finding impossible to cross were the Private Secretary and OSDs in the office chambers of the Ministers. Visitors also alleged that the security personnel manning the Civil Secretariat apply pick and choose policy by allowing the influential people before the 1 pm. The visitors even alleged that it is impossible to meet the Commissioner Secretaries and other officials in the Civil Secretariat. "Unending meeting continues till visitors are forced to leave. Even if they wait endlessly the visiting hours get over by then and officials tell to come next day," one of the visitor who had come here to meet Commissioner Secretary I&C said. The PDP and BJP Government which leaves no stone unturned to claim that they are the representatives of people, seem to have no time for people. "When they come to seek votes they behave as if they are angels and are the most polite people on this earth. After they attain power they forget everything." said a visitor, who was standing outside the office chamber of the PWD minister. |
