CIC castigates PIO in FC (Rev) office, issues penalty notice
`Post Box Number is not an ambiguous address'

Srinagar Sept13: The State Chief Information Commissioner (CIC) G R Sufi has castigated Public Information Officer (PIO) in the office of Financial Commissioner (Revenue) for asking an information seeker about his full address, profession etc. The CIC while deciding this case on 28.8.2015 told Public Information Officer (PIO) that he has no right to seek details about profession and complete residential address of an information seeker. In addition to it the CIC issued a notice under section 17 asking the PIO why he should not be penalized for making delay in providing the information to the RTI applicant.
Details available with Early Times reveal that RTI Activist Umar Javaid sought some information about details of employees being posted at FC (Rev) office and the number of years since these officials are posted in the said office. The Financial Commissioner Revenue denied information under Right to Information (RTI) about the details of employees working in his office, citing reason that the applicant has an "ambiguous" address. Umar Javid had filed an application under the Jammu and Kashmir RTI Act, before the public information officer (PIO) Financial Commissioner Revenue.
The RTI application which is in possession of Early Times reads: "I request a list of total number of employees with names, address and parentage presently working in financial commissioner's office, Srinagar Kashmir along with the details about the posts they hold."
The applicant had further sought the details about the time period from which the aforesaid employees are posted in the office. "Details about employees i.e, names and post of the employees who have been posted in the financial commissioner's office Srinagar, Kashmir for more than 2 years continuously from the aforesaid list and reasons for not transferring the employees who have been posted for more than
2 yrs in Financial Commissioner's office, Srinagar Kashmir," it reads.
However, the official reply has rejected the information sought by the applicant Umar. In its reply the public information officer said: "Examination reveals that you have shown ambiguous address in the application which is not acceptable. Before arranging the needful information and giving that to you, you may furnish your bio-data along with profession and residential address, so that the information delivered may not go in wrong hands or get waste when it is dispatched on the address shown in the application. Pertinent to mention that FC (Revenue) office sent the letter on the same address Post Box No 111 GPO Srinagar, which earlier the department had cited as "ambiguous." Umar Javaid who is associated with Jammu Kashmir RTI Movement has hailed the order issued by CIC G R Sufi.
