Human Genetic Research Centre in JU dies of egotism

JAMMU, Sept 13: Established by Prof Amitabh Mattoo, as Vice Chancellor University of Jammu, Human Genetic Research cum Counseling Centre (HGRCC) died of egotism, as the incumbent VC was all set to close the centre. Sources informed that it was not an isolated case, Prof RD Sharma has been reviewing the decisions made by his predecessors since he became VC. "Government of Jammu and Kashmir Science and Technology Department is the agency, funding for HGRCC" sources said, adding that on November 11, 2006, Science and Technology Department sanctioned over six crore rupees for the centre. "In suspension of all previous orders on the subject, sanction hereby accorded to the up-gradation of existing Human Genetic Research-cum-Counseling Centre Jammu set up vide Govt order number 118ST of 1998 dated March 9, 1998 into an advanced centre for HGRCC at Jammu university at a total cost of Rs 6.58 crores", copy of Govt order read.
A five members committee was also constituted for the functioning of the centre. "Prof Mattoo the then VC JU was appointed as Chief Coordinator, Principal GMC, as vice chief coordinator, Dr Subash Gupta, department of Zoology, JU was made centre coordinator/ Principal Investigator-I, Dr TR Raina, Associate Prof GMC Jammu, Principal Investigator-II and co-investigator were members of the committee", they informed.
Sources further said that the centre was inaugurated by Prof Mattoo and remained functional till retirement of Dr Subash Gupta, centre coordinator/ Principal Investigator-I."PG courses were offered by centre during tenure of Dr Gupta, and decline of the centre started after his retirement", sources maintained.
They further alleged that Prof RD Sharma and concerned coordinators are responsible for the failure of the centre. "Concerned coordinators, remained un-moved and they don't bothered for the future of the centre, around Rs 1.5 crore are pending with Science and Technology Department, due to non-seriousness of coordinator funds have not been received by the university", they said.
Sources further said instead of improving work culture, under the excuse of shortage of funds the university administration was trying to save its skin.
