Centre withholds fresh road projects to J&K | Road projects under PMGSY incomplete | | Akshay Azad

Jammu, Nov 30: The failure of PMGSY to complete all the pending road projects in Jammu and Kashmir under the scheme has reportedly been delaying the sanctioning of new projects for the last nearly three years, despite the fact that 2980 habitations are still without road connectivity. Sources informed Early Times that a total of 5222 habitations were found unconnected when the first phase of PMGSY was launched on 1/4/2000 out of which 2141 have been covered while as 217 were upgraded. But still 2980 habitations are unconnected. In the last more than one decade, no new or up-gradation project was approved and in year 2011-12 a project providing connectivity to 124habitations was approved for state besides in the financial year 2012-13 another project covering a total of 54 habitations were approved by the Union government under the scheme. "After 2012-13, no new project has been sanctioned for the state despite the fact that 2980 habitations are still without any road connectivity", sources said. Sources said that the denial of Union government to sanction the new projects was attributed to the slow progress in completion of pending road projects. "Though state government has already submitted a proposal costing nearly Rs. 36,00 Crores to Union government for sanction but same has not been accepted due to slow progress in case of state", an official said. A contractor pleading anonymity said that there were large scale irregularities in implementation of projects under the PMGSY scheme. "Many contractors had left the works halfway only after completing the earthwork and even surrendered their CDRs. There is huge bungling of funds by the contractors, in connivance with the officials, due to which many projects are still incomplete", the contractor alleged. An official, who was not authorized to speak media, said that the delay in completion of projects was due to delay in land acquisition for road projects and forest issues. "Many schemes are held up in state due to which no new project is being sanctioned", he said, adding that though a project amounting Rs. 36,00 Crores was already under submission of Union government. |
