Early Times Report Srinagar, Nov 30: A division bench of J&K High Court comprising Justice M H Attar and Justice Janak Raj Kotwal today asked central government to show further magnanimity by providing required amount for bringing back on track the flood affected people. "Our country has a big heart, broad mind and large shoulders to provide adequate assistance to its suffering people. In the interest of the people and for alleviating their sufferings, (centre) shall show further magnanimity and generosity by providing the required amount for bringing back on track the flood affected people of the State ," the Division Bench said while hearing a public interest litigation-GA Lone and another Vs state. The observation followed perusal of a status report filed by finance ministry, providing details about the steps taken by centre for providing assistance to the flood affected people and also for the restoration of the flood damaged infrastructure The report submitted break-up of the PM's package, stating that it includes Rs 5200 crores for assistance for damaged houses and permanent restoration of the damaged infrastructure, Rs 1178-cr for Jhelum and its tributaries, Rs 4900-cr for AIIMS in capital cities and support for health infrastructure Rs 2000-cr for IIM and IIT, R2 200-cr for development of sports infrastructure and other facilities, Rs 800-cr as interest subvention on assistance for restoration of livelihood for traders self employed business establishments , Rs 500 cr for restoration of development of Horticulture, Rs 3895-cr for augmenting power distribution infrastructure, Rs 2350-cr for solar power under new and Renewable energy, Rs 2100-cr for development of new tourist destinations , Rs 1600-cr for smart cities and Swach Bharat Mission, Rs 4813-cr for State government jobs to Kashmir Pandits, transit accommodation and high end security as well as law & order, Rs 207-cr for relocation of transit camps, Rs 50-cr for Pashmina Promotion program, Rs 33250-cr for Bharat Mala Projects, Zojilla tunnel and other roads and bridges and Rs 4350 as90% grant portion of world bank assistance for Jhelum reconstruction project. However, the division bench observed nothing is said in the status report about the recommendations made by the State Government for sanctioning and disbursement of an amount of Rs 44000 crores. During the September 10 hearing, , Deputy Secretary in the Ministry of Home Affairs, in a status report had said that Rs 44000 crore was under consideration of the Finance Minister. "Out of the 1667 Cr package announced in June this year by finance ministry, Rs 838 Crore was announced on account of pending liabilities of the Prime Minister's Reconstruction Plan 2004, Rs 551 crore ex-gratia relief for repair or reconstruction of damaged Kaccha houses, Rs 59 cr for food subsidy and 172 crore for tourism sector," the Home Ministry had submitted. |
