| Illegal appointees call shots in MCs of North Kashmir | | | Jehangir Rashid

SRINAGAR, Dec 27 : At a time when lot of talk is going on to remove 'deadwood' from the government services, the people at helm have failed to disengage people in various municipal committees despite the fact that they were appointed in contravention of laid down rules and regulations.
More than four months back consolidated workers of Municipal Committee, Sumbal made a representation to then Director Urban Local Bodies Kashmir asking the officer to disengage the engagements made in violation of rules and regulations. Since the Director Urban Local Bodies did not act the consolidated workers knocked at the other doors to get 'justice'. Following this Under Secretary, Housing and Urban Development Department shot a letter to Director Urban Local Bodies, Kashmir asking him to act in the matter and disengage the 'illegally' appointed employees in Municipal Committee, Sumbal.
"I am directed to refer your letter number DULB/Estt/1422-III/6874 dated 28-08-2015, regarding the subject cited above and request you to kindly disengage these engagements made in violation of norms and also intimate the name of the officers who have made un-authorized engagements beyond their competence/jurisdiction without any approval of the competent authority after the issuance of Government Order No. 214-HUD of 2008 dated 23-05-2008. Action taken report be shared with this Department," reads the order issued by Under Secretary, Housing and Urban Development Department. The subject referred to in the order is the representation made by consolidated workers of Municipal Committee, Sumbal. The order was issued on 6-10-2015 under order number HUD/LSG/ULBK/168/2015. After the issuance of this order, Director Urban Local Bodies Kashmir shot a joint order to the in-charge Executive Officers of Municipal Committees of Bandipora, Sumbal and Hajin asking them to take necessary action with regard to representation made by consolidated workers of Municipal Committee, Sumbal. "Enclosed find a copy of Communication No. HUD/LSG/ULBK/168/2015 dated 06-10-2015 received from Housing and Urban Development Department on the above cited subject, for necessary compliance of the instructions of Administrative Department. The action taken report, as desired, be submitted to this office for onward submission to the Administrative Department," reads the order DULB/Estt/9594-96 issued on 17-10-2015. Despite the issuance of the two orders within a span of two weeks in October no headway action has been taken in the matter. As a result of the same the two orders have become irrelevant with the illegally appointed people continuing to discharge their services not only in Municipal Committee, Sumbal but also in Municipal Committees of Bandipora and Hajin. It would be in place to mention here that scores of persons have been illegally appointed in these municipal committees over the past few years. During his tenure as Executive Officer, Municipal Committees, Bandipora, Hajin and Sumbal, Abdul Rashid Shah made more than 550 illegal appointments.
The Crime Branch registered a case against him and he was removed from the government services. However, the people appointed by him continue to be on rolls of the department and they are yet to be shown the door by the people at helm. |
