PHE works worth crores executed without preparing DPRs

Jammu, Dec 27 : The apathetic attitude of the Public Health Engineering (PHE) Department towards the execution of its various schemes can be gauged from the fact that department took up over 170 Rural Water Supply schemes without preparation of Detailed Project Reports across the state in sheer violation of guidelines.
Sources told Early Times that as per guidelines, a Detailed Project Report is mandatory to be prepared before taking up any centrally sponsored schemes for execution but Chief Engineers of the department throwing the norms into the dustbin went ahead to get execution of 179 Rural Water Supply Schemes executed in the state without any fear of repercussions which violations of standing norms could land them into.
"This violation was made in nearly 14 divisions including Doda, Poonch and Akhnoor of the PHE Department across the state without preparation and approval of DPRs and approximately Rs 47 crore was incurred raising every possibility of defective works devoid of set perimetres at the level of execution," they said.
Shockingly the services of the State Technical Agency which were required to be obtained for preparation of Detailed Project Reports of the schemes, the concerned authority for unknown reasons glossed over an important aspect before going for execution of the schemes by the Public Health Engineering (PHE) Department. "Despite incurring huge expenditure to the tune of crores for the execution of the schemes without following the DPRs, the government has failed to take cognizance of the this big flaw on the part of concerned authority with no action till date to fix the accountability against the erring officials who were instrumental to ignore the DPRs which gave the impression as if the engineers of PHE department were new and naïve in the line," sources said further adding that the government itself overlooked the matter to save the erring officers allowing them to siphon off the government money.
