| Adhocism plagues GMC Jammu | | | Early Times Report
Jammu, Jan 4: The health sector in Jammu and Kashmir, particularly Jammu has quite an astonishing facet attached to it since the relieving of the office of the GMC, Jammu principal Dr Rajinder Singh. Adhocism has plagued Government Medical College, Jammu for some past years where the practice of bringing in a confirmed posting of principal of the prestigious institution has not been affected. The conspicuous arrangement that GMC, Jammu saw after the retirement of Dr Rajinder Singh is that none of his succeeding principals in the college were ever given 'confirmed' posting as the principals, the reasons being manifold.
Four incumbents have taken over the charge of the GMC, principal, Jammu, but none of them was ever confirmed and were placed as in-charge principals only.
The sources privy to the institution believe that since the takeover of the ministry by the new political dispensation in the state, bringing in a confirmed posting of a principal in GMC has been stopped. "The Health Ministry does not want to fix a tenure of the confirmed principal in the institution as it feels that if done, the ministry would lose its control over the institution, which it does not wants," said the sources.
A doctor posted on one of the highest posting in the GMC confirmed that after the relieving of the office of the principal by Dr Rajinder Singh, the four others that followed as principals never got confirmed postings and were put as in-charge principals only.
After Dr Rajinder Singh, Dr Aneice Chaudhry took over as the principal GMC, followed by Dr Shashi Gupta who was succeeded by Dr Ghanshyam Dev.
In the recent shuffling, Dr Ghanshyam Dev was overnight shown doors and Dr Zahid Gillani from Kashmir was brought in and placed as principal GMC. Same is the procedure followed in Dental College Jammu also.
"The minister does not want that the institution may go solely in the hands of the principal and does not wants a confirmed posting be done for the GMC principal. There are many areas where the ministry wants to take the decision on its own and hence the incumbent principals are posted as in-charge only," confirmed one of the sources in the health ministry.
One of the earlier relieved principal of the GMC on the condition of anonymity said that since ministry's interference in the health sector has grown manifold, that has left the practicing doctors to maintain their dresses and records only while the quality of the health care to the patients has considerably fallen.
"Why should an in-charge principal take up the pain for the institution when he feels knotted to the diktats of the ministry. He prefers to maintain his decorum as a principal only and has to be yes-man to the erroneous challenges thrown by the ministry which are remotely connected to quality health care for the patients," he said. |
