In Mufti's absence, Ministers 'enjoy' freedom
Avoid visiting secretariat, ignore people

Srinagar, Jan 4: The Civil Secretariat in Jammu is working without ministers, as majority of them prefer to remain out of office.
Officials in the civil secretariat said that the work here has been severely affected from past 10 days. "The day Chief Minister was admitted in AIIMS New Delhi, most of the ministers went missing and the visitors hardly get an opportunity to meet them and get redress of their grievances," one of the officials working in the Revenue department of Secretariat said.
Visitors alleged that ministers feel that they are not accountable to anybody without the Chief Minister. "In the absence of the Chief Minister it was important for ministers to remain present in the secretariat but it is not the case. Instead of meeting people they avoid people and stay away from the civil secretariat," one of the employees said.
From last 10 days, Chief Minister Mufti Mohammad Sayeed is admitted in AIIMS and is presently in Intensive Care Unit (ICU).
On Monday when this ET reporter visited secretariat, The Education minister, Cooperatives Minister, Revenue Minister, Hajj and Auqaff minister, Health Minister PHE minister, Forest Minister, were not available.
Though some other ministers were in their offices till afternoon but when it was time to meet visitors, they left the civil secretariat or went for a meeting with officers in order to avoid listening grievances of the public.
Every day people assemble outside the civil secretariat to gain entry, but only those who have been allotted special passes by ministers, MLAs or bureaucrats are allowed to go inside.
Most of the people are allowed to enter after 1 pm and when they enter the secretariat premises, officials are seen going for lunch. Cabins of ministers are either locked or they are busy holding meetings.
"I had reached here around 10 am and waited till 1 pm to get an entry into the civil secretariat. An official of the Health Department forwarded my file but once I reached the office of the Health Minister, he was not there," said Ajaz Ahmad, a resident of Srinagar.
