Govt offers jobs to retired officials | | | Early Times Report
Srinagar, Jan 4: At a time when thousands of educated youth are unemployed in Jammu and Kashmir, the Government has announced jobs for retired Government officials. The Directorate General Economics and Statistics, Jammu has come up with advertisement vide number DES/C/256/2015/2390 of 2015 for recruiting consultants for department for execution of the "India Strengthening Financial Project-SSSP". The department has to appoint a total of six consultants under three categories, each: Business Registrar, CSR And Financial Matters. But all the jobs are exclusively for the retired Government officials. The experience for all the posts has been kept as "Retired Government officer." The offer is blessing for the retired officials, who once appointed shall get salary, which will put them at par with what they would be getting if they were still into Government service. "Emoluments, last pay minus pension," reads the employment notification. While the notification has come up in the Srinagar-based newspapers today, what makes the advertisement more "shady" is that applications are to be submitted within two days as January 6 is the last day for submission of forms. Sources in the Directorate General Economics and Statistics said "influential people in the Government" want to benefit some of their "favorite retired officials for the posts." "These are supposed to be politically motivated appointments as those who have to be appointed have almost been selected before hand," said an insider adding "advertisement is a mere formality." He said the criteria was deliberately kept such that it only benefits a particular section of retired officials who are close to "some in the Government." Meanwhile unemployed youth are up in arms to see the advertisement, which denies them opportunity to prove their metal in the Government sector. "We have hundreds of PhDs, M Phils, post graduates and graduates jobless, why could they not be absorbed for the job?" asked a delegation of jobless youth. They said in the country were young Chief Ministers run states, the J&K Government wants to discourage the young generation. Observers said this was nothing but a plan to reabsorb retired people of choice into Government jobs and to equally demoralize the youth. Prominent analyst on economic studies, Wajahat Qazi said, "The requirement for retired officials for the position is a bizarre one." Wajahat who has closely worked on the economic sector abroad, said the State Government plan has closed the "options for young talented and unemployed youth." "Experience is fine but these are not any management positions where more experience could have been useful. Moreover if younger people are not given a chance when and how will they gain experience?" Wajahat told Early Times. Despite repeated attempts Director General Economics and Statistics RA Banday could not be contacted for comments. When contacted a senior official in the concerned department said the criteria has been devised by a team of experts. The official, however. denied any shady deal in the recruitment. "It's a transparent procedure," he said. Meanwhile the educated, unemployed youth appealed Chief Minister Mufti Mohammad Sayeed and MP Mehbooba Mufti to personally look into the matter. |
