SSB readies for written exam for filling up posts, PSC looks other way | | | S Tahir-ul Haq

SRINAGAR, Jan 6: Dozens of aspirants from the state are in favour of written tests for the selection of Assistant Professor Posts in various subjects. Scores of candidates have observed that Services Selection Board (SSB) is following government order, but they failed to understand that what hurdles come to J&K Public Service Commission (J&K PSC) in implementing the same. Sources said that Government has issued notification through GAD that common written tests should be held for the posts which were advertised in 2012 and again in December 2015. "The SSB is making recruitments as per new rule, but PSC is again declining this, where as marking was also changed from time to time in past as well and this type of situation is creating hindrances in the process of selection of those PG candidates who were around 2000 in number," sources told Early Times. If in a particular subject the number of applicants is more than the number of candidates to be called for interview, and then PSC can make short listing on the basis of post graduation percentage, candidates asked. Sources quoting GAD notification of December 2015, which states that under SRO 438, in exercise of powers, conferred by section 124 of the constitution of Jammu and Kashmir, the government hereby directs that in all Gazetted and Subordinate Service Recruitment Rules governing different services/posts under the government. Notification says, except where written tests have already been provided therein, the following provisions shall be inserted at appropriate place in the rule relating to qualification and method of recruitment. "Provided that the selection agency shall conduct a written test for all advertised posts and the marks/points shall be apportioned proportionally against the marks earmarked for written tests in the selection criteria," reads notification. It further mentions that, "on the basis of merit obtained by the candidates in the written examination, the selection agency shall conduct an oral test which may be restricted to five times the number of vacancies advertised." The selection agency shall, thereafter, prepare a selection list based on the merit obtained by the candidates in the written and oral test, order adds. A group of aspirants said that this is not genuine as maximum number of students has done their Post Graduation (PG) degrees from outside the state and they have usually high percentage than the students who have done their PG degrees from Jammu and Kashmir universities only. "The concerned authorities should make a common written test eligible for all the candidates, so that no one can be excluded before showing his worth adding written test is the best option to provide equal opportunity to all candidates for the selection process," said aspirants. They said the candidates who were eligible in 2013 may get excluded before the interview if short listing is done on PG percentage. The candidates who have done their PG from 2000 to 2015 will hardly get another chance for such type of posts because such posts are advertised after every five or six years. |
