JK falters in CCTNS implementation | 40% released funds unutilized | | Akshay Azad Early Times Report jammu, Jan 6: Notwithstanding the increasing crime rate in the State, the State Government has so far shown sluggish progress in implementing the Crime and Criminal Tracking Network System as out of released amount merely 60 percent funds have been utilized. A 100 percent Centrally sponsored scheme, CCTNS was approved on 19th June 2009 to be implemented till 2012 but it was later extended by another three years that was up-to 31st March 2015. Sources said that until 31st March 2015, a total of Rs. 2803 Crores was approved for Jammu and Kashmir and Rs. 2462 was released but only 60 percent of funds that was Rs. 1512 were utilized by State Government, leaving nearly 40 percent funds unused. The failure of State Government to utilize funds also impacted the progress of implementing the CCTNS. "A total of 215 police stations are to be covered under CCTNS in State, out of which only in 167 police stations 100 percent FIRs are registered through CCTNS", the latest data furnished by department revealed. The data further revealed that most of the States apart from northeastern States, in majority of other States 100 percent FIR are being registered through CCTNS in the identified police stations. The main objectives of CCTNS is to fully computerize the process of crime registration, investigation, prosecution etc. in all police stations, to create a central database to provide national level search facility as well as crime analytics for use by police and Central agencies, to electronically share data/information, sharing of Crime and criminal related data with Police, prosecution, courts, prison and forensics leading to Integrated Criminal Justice System besides others. Sources further said that with effect from 1st April 2015, the State Governments were expected to implement CCTNS scheme from their own resources causing serious problems in implementation in a financially fragile State like Jammu and Kashmir. "But the Cabinet Committee on Economic Affairs (CCEA) in its latest meeting held on 18th November 2015 has approved the proposal of the Ministry of Home Affairs (MHA) for extension and revamping of the Crime and Criminals Tracking Network and Systems (CCTNS) project", sources said, adding that CCTNS was expected to complete in 2017. |
