JK finally under Governor’s rule | | | Early Times Report
JAMMU, Jan 9: Governor NN Vohra on Saturday finally used his powers vested in him by the J&K Constitution and brought the state under his direct rule following inordinate delay in response by the PDP and the BJP over government formation in the state. A Raj Bhavan spokesperson in a statement here on Saturday evening said, "After receiving concurrence from the President of India, Governor N N Vohra issued a Proclamation today to impose Governor's Rule in the State." The spokesperson stated that consequent to the sudden passing away of Chief Minister Mufti Mohammad Sayeed on 7th January 2016, the process to form government had commenced and intimations were still awaited about the respective positions of PDP and BJP. "Considering the likelihood of some more time being taken before government can be formed, with the approval of the President of India, Governor's Rule has been imposed in the State with effect from 8th January, 2016, under Section 92(1) of the Constitution of Jammu and Kashmir," the spokesman added. Vohra had yesterday sought their response, but both the parties failed to give any response, despite the fact that Mehbooba Mufti and BJP national general secretary Ram Madhav held discussions in Srinagar over the government formation. The delay in response created an unprecedented situation in J&K. So much so, the state remained without government for more than 24 hours. This is for the second time in past one year that J&K came under the rule of Governor. Early in January 2015, Governor rule was imposed in the state after the assembly elections threw a fractured verdict. The PDP and the BJP took almost two months to clinch a power-sharing deal. J&K is likely to remain under the Governor rule for a very short spell, as the PDP President and Mufti Sayeed's daughter, Mehbooba Mufti, is likely to stake claim anytime after Sunday. It could be the shortest spell of Governor rule in any of the Indian states. This is the for seventh time that J&K came under the Governor's rule and, very significantly, the state witnessed such rule thrice between 2008 and 2016 and that, too, during the tenure of Governor NN Vohra. J&K had come under the Governor's rule for the first time in March 1977 when the Congress withdrew support to the Sheikh Abdullah-led government. The NC that time didn't have a single MLA. Sheikh had become Chief Minister in February 1975 under the Indira Gandhi-Sheikh Abdullah accord. Again, in March 1986, J&K came under the Governor's rule for the second time. Again, it was the Congress which withdrew support to the GM Shah government over the law and order problems in the state. GM Shah was the Awami National Conference president. Shah was also the son-in-law of Sheikh Abdullah. Jagmohan was Governor of the state when it witnessed Governor rule for the fourth time. J&K came under the Governor rule for the third time on January 19, 1990. Again, Jagmohan was the Governor of the state. He brought J&K under his rule following the resignation of Chief Minister Farooq Abdullah. The state remained under Governor rule between January 19, 1990 and October 9, 1996, when Farooq Abdullah again became Chief Minister. . In October 2002, J&K also came under the Governor rule and it happened for the fourth time. J&K had to be brought under Governor rule because Farooq Abdullah refused to function as caretaker Chief Minister following his party's massive defeat in the Assembly elections. J&K remained under Governor rule for two weeks, till November 2, 2002. That day, Mufti Sayeed became Chief Minister of J&K for the first time. He led the PDP-Congress coalition government till November 2, 2005. J&K came under Governor rule for the fifth time on July 7, 2008, when Chief Minister Ghulam Nabi Azad resigned. He had to resign because the PDP withdrew support to his coalition government over the Amarnath land issue. |
