Kashmiri opinion-makers want PM Modi to concede PDP's demands to end deadlock | | | ET Report JAMMU, Feb 9: A number of Kashmiri opinion-makers have ganged up against Jammu and Ladakh as well as the nation as a whole. They want re-alliance between the PDP and the BJP and also demand that the BJP Government at the centre should reassure the PDP leadership that the controversial Agenda of Alliance shall be implemented in letter and spirit and that it will be allowed to carry forward the vision and legacy of her late father Mufti Sayeed. On behalf of the PDP, they have catalogued some of the expectations of the PDP leadership from Prime Minister Modi and BJP president Amit Shah. First, "the Agenda of Alliance had promised that the coalition partners would safeguard the special status of Jammu and Kashmir within the Constitution of India. But in effect, individuals and outfits associated with the BJP attempted legal tricks to fiddle with the special status guaranteed under Article 370". They want the BJP and its affiliates to withdraw their pleas from the court against Article 370 and Article 35-A. "A plea in the apex court was filed to do away with Article 35A that would in effect render Article 370 ineffective. A Muslim BJP leader (read Farooq Khan) from Jammu approached the Jammu and Kashmir High Court to stall an earlier verdict of the same court making hoisting of Jammu and Kashmir's State flag compulsory along with the national tricolour on national days and over buildings and cars occupied by constitutional authorities. The BJP did not prevent these legal wrangles," they say. Apart from batting for a freehand to the PDP to release anti-nationals from the various jails, engage with Hurriyat leaders and facilitate resolution of the so-called political issue of Kashmir, these opinion-makers also want the Modi Government to pump into Kashmir more funds so that the PDP-led coalition government, if formed, was able to meet all the financial needs of the Kashmiri people. "The Mufti had expected large financial support from the Centre especially in the aftermath of 2014 floods. But it took a great deal of time for the Modi Government to announce the economic package of Rs 80,000 crore for Jammu and Kashmir on November 7, 2015. Also, the actual package for flood victims was meager. The Rs 7,854 crore flood relief included flood management package for Jhelum and Tawi rivers. The actual flood relief for common victims was reduced to mere peanuts," they say. Besides, they also want the Modi Government to transfer to the State Government National Hydroelectric Power Projects. They complain against Union Minister for Power Piyush Goyal, who had refused the transfer of power projects to State-owned hydel-power giant National Hydroelectric Power Corporation as the national policy on such projects didn't provide for such a transfer. They want to change the national policy to win over the PDP leadership. What does all this suggest? It suggests that Kashmiri opinion-makers want New Delhi to unsettle the settled in Jammu and Kashmir. New Delhi must reject these biased opinion-makers and adopt a rational and national policy for this border state considering the nature of Valley leadership and its ideology, as also taking into consideration the interests of the people of Jammu and Ladakh, who have many reservations against the Agenda of Alliance for obvious reasons. |
