Enquiry Committee indicts JK Sharma, but takes no action
Purchase of Rs 40 K books for JU official's daughter

JAMMU, Feb 14: The three member enquiry committee, constituted by University of Jammu to examine the news item published on 18th July 2015 in Early Times captioned, "Shocker: JU official buys books worth Rs. 40 K for daughter from Varsity funds", has though corroborated the newspaper report to some extent by raising finger over the prudence of Jai Kumar Sharma and his involvement but only ended up in hushing up the matter in an ambiguous manner.
Acting on the news item published in July 18th edition of Early Times, the University of Jammu had constituted an enquiry committee headed by Prof. Kuldeep Kumar Sharma, Prof. Naresh Padha and Prof. Kulwant Singh, which has submitted its report to varsity on 29th of September 2015, after holding interactions with several officials including I/c Librarian Prof. Vivek Gupta, Assistant Librarian (Acquisition section) Anita Sachar, Assistant Librarian (Circulation section) Dr. Gurdev, Joint Registrar (Finance) Dr. Jatinder Khajuria, Members Library committee Prof. Parmeshwari, Prof. Shailender Singh and Prof. Rahul Gupta, Perfessional Assistant Anjana Wazir and In-charge director CDC Jai Kumar Sharma.
The section-I of observation section reads as, "Out of total grant of Rs. 4 Crore sanctioned under RUSA to JU an amount of Rs. 1.5 Crore was earmarked for purchase of books, database and e-resources. The concerned Library Committee of Dhanvantri Library constituted for the purpose of books had finalized the list of books for purchase worth Rs. 58 Lakhs, which included books worth Rs. 2 Lakh requisitioned on the basis of demand of daily users in the library".
The interesting yet shocking revelation is in the concluding lines which reads, "In the absence of any records depicting such requisitions made by daily users of the library it become difficult to assume that such requisition ever existed that too for only one particular stream of medical sciences". It only signals towards the demand on the instructions of Jai Kumar Sharma for his daughter, sources said.
The second observation reads, "In view of the purchase of books of a specific stream of medical sciences under one order, which is evidenced by a single bill for the same produced before the committee, the Incharge library has not been able to produce any cogent evidence showing that the purchase of books was actually based on the requisition of daily users of library especially when the sue of requisition slip which was in vogue earlier had long been abandoned by the library administration".
Once again the finger of enquiry committee report zeroed on Jai kumar Sharma, which is evident from paragraph third, which reads, "Issuing of 18 books from the above said single stream of medical sciences to the then SSVC (Special Secretary to VC) of which he retained a few and returned the remaining 16 a few days later, makes one raise a finger of suspicion".
The committee unambiguously used the word suspicion, but eats up vital information by only writing in an ambiguous manner , "returned the remaining 16 books a few days later", as it also portends towards the possibility that Jai Kumar had returned the books only after publication of report by Early Times.
Moreover in the concluding paragraph the Enquiry Committee finally corroborated some contents in the Early Times report. The paragraph reads as, "With regard to news item, Shocker: JU official buys books worth Rs. 40K for daughter from Varsity funds, appeared on 18th July 2015, the Committee was unable to gather enough evidence to corroborate the validity of the said news item. But at the same time the contents thereof cannot be put aside altogether".
It was most unfortunate that despite the Enquiry Committee expressed reliance on Early Times report by accepting that the contents of news report could not be put aside altogether, but in the recommendations the same Committee refused to recommend any action against Jai Kumar Sharma, thus hushing up the matter in vague manner.
Shockingly raising finger over the prudence of Jai Kumar Sharma, the Enquiry Committee recommended that Jai Kumar Sharma, the then SSVC being such a senior functionary of the University should have exercised more prudence and care in getting the books issued in his name. "A note of caution may be served on Jai Kumar Sharma for his disregard of the procedural requirements", the recommendation read.
Moreover, it further reads, "It is high time that Dhanvantri Library administration followed the procedural requirements in the general conduct of their routine business and be extra vigilant in the purchase of books. It would be appropriate for them to restart the use of requisition slip for the daily users of Library to get their inputs with regard to purchase of books but before any such orders are placed. It should be ensured that such requisitions are approved by the concerned Teaching department of the University".
Despite substantiating the contents of news item, the committee finally, might be under pressure, shielded Jai Kumar Sharma, and write, "With regard to news item, about misuse of funds by the university official for the purchase of books for high daughter, the Committee was not able to come across any credible evidence in proof of such an allegation, hence said issue stands closed without any recommendation suggested thereof".
