PWD directed to resume black topping of road leading to court's parking area

Jammu, Mar 15: A high court division bench of Chief Justice N Paul Vasanthakumar and Justice Tashi Rabstan today directed PWD to forthwith resume work which was stopped with regard to black topping of the road leading to new parking area for the district court complex.
The court directive came in a PIL filed by Bar Association Jammu (BAJ) for providing a primary health centre, a parking lot and a separate road for court complex and making a fly over from Janipur to Amphalla.
The bench observed that the court had on November 23, 2015 passed an order giving direction to sanction Rs 50 lakh for black topping of the road leading to new parking area for district court complex. Pursuant to this direction, Rs 50 lakh were sanctioned and handed over to the chief engineer, PWD (R&B), Jammu.
The petitioner's counsel submitted that the work was stopped and the matter had been posted for hearing on three earlier occasions and the senior additional advocate general was directed to get instructions with regard to release of the balance amount.
The advocate general produced the March 11, 2016 communication of the additional secretary to department of law justice and parliament affairs, stating that the balance amount of Rs 2.25 cr would be provided in the coming financial year of 2016-17.
The bench then directed PWD to resume work which was stopped with regard to black topping of the road leading to new parking area for the district court complex forthwith.
The counsel for the petitioner submitted that cleanliness of the district court complex premises and the high court was not maintained and it was the cause of serious health hazards. A proposal for sanction of posts of sweepers/scavengers was lying with the government since May 11, 2015 and it was for the government to decide as to whether the cleanliness had been outsourced.
